2026 has been designated the International Year of the Woman Farmer, highlighting women’s contribution to agriculture and food security.
Women constitute a significant share of India’s agricultural workforce, but many remain under-recognised as farmers because formal recognition is often linked to land ownership.
The focus is shifting towards recognising women as cultivators, entrepreneurs and decision-makers across the agricultural value chain.
Women contribute to sowing, transplanting, weeding, harvesting, livestock, fisheries, food processing and marketing.
Around 59.8% of India’s agricultural workforce was female in 2025.
More than 8 crore women agricultural and allied workers were registered on the e-Shram portal by 2025.
Increasing male migration has contributed to the feminisation of agriculture.
Despite high participation, women often have limited land ownership, credit, technology, extension services and market access.

Recognition gap: Women may cultivate land without being its legal owners.
Land ownership: Limited ownership restricts access to credit, insurance and farmer-oriented schemes.
Credit constraints: Lack of collateral and formal land records.
Technology gap: Lower access to mechanisation, drones and digital agriculture.
Unpaid work: Agricultural work overlaps with household and care responsibilities.
Market exclusion: Limited control over farm income, marketing and value chains.
Gender wage gap: Women agricultural labourers often have weaker bargaining power.

DAY-NRLM / Lakhpati Didi
Uses women’s Self-Help Groups to promote farm and non-farm livelihoods, entrepreneurship and income enhancement.
Food security: Women are major contributors to food production and household nutrition.
Productivity: Better access to inputs and technology can improve farm efficiency.
Rural income: Women’s economic participation strengthens household resilience.
Inclusive growth: Recognition increases women’s participation in agricultural decision-making.
Climate resilience: Women farmers can play an important role in adopting sustainable and climate-resilient agriculture.
Recognise actual cultivators and agricultural workers, not merely landowners.
Promote joint land titles and effective inheritance rights.
Expand women’s access to credit, insurance, technology and extension services.
Strengthen women-led FPOs, SHGs and cooperatives.
Promote access to drones, mechanisation and digital agriculture.
Increase women’s participation in markets and agricultural value chains.
Improve gender-disaggregated agricultural data.
Reduce unpaid work through labour-saving technology and rural care infrastructure.
Recognising women as farmers is essential for transforming their agricultural contribution into economic ownership, decision-making power and sustainable rural development.
“Women constitute a significant share of India’s agricultural workforce, yet their contribution remains inadequately recognised. Examine the challenges faced by women farmers and discuss the measures required for their effective empowerment.”
PM-KISAN
ATMA
