The Vice-President of India, Shri C. P. Radhakrishnan, held a high-level briefing with the Union Minister of Jal Shakti, Shri C. R. Patil, and senior officials. The meeting centered on reviewing critical national efforts to bolster water security, specifically focusing on large-scale river interlinking projects and community-led water conservation initiatives.
Focus Areas: The discussion emphasized the dual strategy of interlinking major rivers to redistribute water resources and implementing robust groundwater recharge techniques.
Jal Sanchay Jan Bhagidari (JSJB): This is the ministry’s flagship initiative. It promotes a “whole-of-society” approach, integrating the efforts of government bodies, local communities, industries, and civil society organizations.
JSJB 2.0 Achievements: The initiative has demonstrated exceptional success, with reports of over 1.55 crore water conservation and groundwater recharge structures built, significantly exceeding initial targets.
Priority Projects: The government is actively advancing several major river-linking projects, most notably:
Ken-Betwa Link Project
Parvati-Kalisindh-Chambal Link Project
Godavari-Cauvery Link Project
The “Mindset” Barrier: The Vice-President identified that the primary impediment to river interlinking is not a lack of financial resources, but rather mindset-related issues and political considerations. He advocated for a more cooperative, visionary approach to national water governance.
Documentation: A suggestion was made to create documentaries and archival records of major national projects like the Ken-Betwa Link to preserve the legacy of these “nation-building” efforts for future generations.
Water Stress Mitigation: Interlinking projects are expected to play a transformative role in addressing regional water scarcity.
Drought Resilience: By redistributing water from surplus basins to water-deficit regions, these projects will significantly mitigate the impact of droughts.
Agricultural Growth: Expanded irrigation coverage will provide more reliable water access for farmers, leading to stable agricultural productivity.
Balanced Regional Development: Ensuring water security across diverse geographic regions facilitates equitable growth and prevents regional economic disparities.
Atal Bhujal Yojana: A central sector scheme aimed at sustainable groundwater management through community participation in identified water-stressed areas.
Jal Shakti Abhiyan (JSA): A time-bound, mission-mode campaign aimed at water conservation and rainwater harvesting across India.
Pradhan Mantri Krishi Sinchayee Yojana (PMKSY): A national mission focused on “Har Khet Ko Pani” (water to every field) to improve on-farm water use efficiency and expand irrigation infrastructure.
Namami Gange Programme: An integrated conservation mission to accomplish the twin objectives of effective abatement of pollution and conservation/rejuvenation of the National River Ganga.
