PREPAK

Why in News?  Manipur Police  has arrested four active members of the proscribed PREPAK (Progressive) faction in Imphal East district. Three of these individuals were linked to the abduction of two people from the same district, who were subsequently rescued by security forces.

  • The arrests are part of a broader campaign to dismantle PREPAK (Pro)’s extortion and kidnapping network, which has been active despite its banned status. This follows another arrest on April 20, 2025, of a 22-year-old PREPAK (Pro) cadre, Khundrakpam Katho Singh, in Sawombung Thongkhong Awang Leikai, Imphal East, indicating sustained security operations.

About PREPAK :

  • The People’s Revolutionary Party of Kangleipak (PREPAK) is an armed insurgent group seeking an independent homeland for the Meitei community in Manipur.
  • Declared a banned organization under the Unlawful Activities (Prevention) Act (UAPA), its Progressive (Pro) faction is notorious for extortion, kidnapping, and militant activities to sustain its operations.

Other Active groups in North East:

United Liberation Front of Asom (ULFA-Independent):
State: Assam, Arunachal Pradesh
Objective: Seeks an independent Assam, alleging exploitation of the state’s resources (e.g., oil and gas) by the Indian government.
Activities: Involved in bombings, attacks on security forces, and extortion. The faction led by Paresh Baruah (ULFA-I) continues armed resistance, rejecting peace talks, unlike the pro-talks faction.
Recent Activity:
January 2025: Two ULFA-I cadres arrested in Changlang district, Arunachal Pradesh, while crossing from Myanmar.
April 2025: Three ULFA-I cadres arrested in Tirap district, Arunachal Pradesh.
Status: Remains active, with camps in Myanmar and reported links to CPI (Maoist) for arms supply. Extortion on national highways in Assam drives up commodity prices.
2. National Socialist Council of Nagaland (NSCN) Factions:
State: Nagaland, Arunachal Pradesh, Manipur
Objective: Seeks a sovereign Greater Nagaland for the Naga people, encompassing parts of Nagaland, Manipur, Assam, and Arunachal Pradesh.
Key Factions:
NSCN (Isak-Muivah): Under ceasefire since 1997, engaged in peace talks with the Indian government (e.g., 2015 Framework Agreement). However, it continues extortion activities.
NSCN (Khaplang): Declared a terrorist organization in 2015, operates from Myanmar, and is part of the United National Liberation Front of Western South East Asia (UNLFW) formed in 2015.
NSCN (Khole-Kitovi) and NSCN (Reformation): Also under ceasefire but involved in sporadic violence and extortion.
Recent Activity:
February-March 2025: NSCN-IM and NSCN-K cadres arrested in Tirap, Changlang, and Longding districts, Arunachal Pradesh, for extortion and arms possession.
April 2025: NSCN-K militant arrested in Changlang district, Arunachal Pradesh.
Status: NSCN factions remain influential, with extortion and cross-border operations in Myanmar. The Armed Forces (Special Powers) Act (AFSPA) is extended in Nagaland and parts of Arunachal Pradesh to counter their activities.
3. United National Liberation Front (UNLF):
State: Manipur
Objective: Seeks independence for Manipur, claiming Meitei sovereignty and opposing Indian governance.
Activities: Engages in armed attacks, extortion, and kidnapping. Part of the UNLFW alliance formed in 2015 in Myanmar.
Recent Activity:
Continues extortion in Imphal Valley, targeting businesses and government employees.
Linked to 50 insurgent groups in Manipur, maintaining a nexus with other outfits like PREPAK and CPI (Maoist) for arms and funds.
Status: Highly active, benefiting from ceasefire agreements that allow extortion under the guise of maintaining influence.
4. Kanglei Yawol Kanna Lup (KYKL):
State: Manipur
Objective: Aims for an independent Manipur with a focus on Meitei cultural revival and resistance against perceived Indian domination.
Activities: Known for extortion, bombings, and attacks on security forces. Part of the UNLFW alliance.
Recent Activity:
August 2020: KYKL, along with PREPAK and others, called for an 11-hour shutdown in Northeast India to boycott Independence Day, reflecting ongoing anti-India sentiment.
Involved in extortion in Imphal East and Thoubal, contributing to organized crime.
Status: Active, with a strong presence in Manipur’s Imphal Valley, leveraging porous borders with Myanmar for arms smuggling.
5. Kangleipak Communist Party (KCP):
State: Manipur
Objective: Seeks a socialist, independent Manipur, focusing on Meitei liberation from Indian rule.
Activities: Involved in extortion, kidnapping, and bombings. Part of the UNLFW alliance.
Recent Activity:
Participated in the 2020 shutdown call with KYKL and others.
Active in extortion networks in Manipur, targeting commercial hubs.
Status: Remains operational, with a nexus with other Manipur-based groups like PREPAK and UNLF, using extortion as a primary funding source.
6. National Democratic Front of Bodoland (NDFB-Songbijit Faction)
State: Assam, Arunachal Pradesh
Objective: Demands an independent Bodoland for the Bodo people, alleging marginalization by the Indian state.
Activities: Known for massacres, bombings, and extortion. The Songbijit faction rejects peace talks, unlike other NDFB factions under ceasefire.
Recent Activity:
2014: NDFB-S leader G. Bidai orchestrated the massacre of 70 tribals in Sonitpur, Assam, and is believed to be hiding near the India-Bhutan border.
Sporadic extortion in Kokrajhar and Chirang districts.
Status: Active but weakened, with leadership targeted by joint India-Myanmar operations.
7. National Liberation Front of Tripura (NLFT):
State: Tripura
Objective: Seeks independence or greater autonomy for Tripura’s tribal communities, opposing Bengali migration.
Activities: Engages in kidnapping, extortion, and attacks on security forces. Part of the UNLFW alliance.
Recent Activity:
2020: Called for a shutdown with other groups to protest Independence Day.
Limited activity in 2025, but maintains extortion in remote Tripura areas.
Status: Less active than in previous decades, with some factions in ceasefire talks, but the Biswamohan faction continues low-intensity operations.
8. Hynniewtrep National Liberation Council (HNLC):
State: Meghalaya
Objective: Seeks a sovereign Khasi-Jaintia homeland, alleging domination by non-tribal populations.
Activities: Involved in extortion, kidnapping, and bombings.
Recent Activity:
2020: Participated in the Independence Day shutdown call.
Sporadic extortion in Shillong and Jaintia Hills in 2025

पीपुल्स रिवॉल्यूशनरी पार्टी ऑफ कांगलेइपाक (PREPAK):

 समाचार में क्यों: मणिपुर पुलिस ने इम्फाल पूर्वी जिले में प्रतिबंधित PREPAK (प्रोग्रेसिव) गुट के चार सक्रिय सदस्यों को गिरफ्तार किया है। इनमें से तीन व्यक्ति उसी जिले से दो लोगों के अपहरण से जुड़े थे, जिन्हें बाद में सुरक्षा बलों ने मुक्त कराया।

  • ये गिरफ्तारियाँ PREPAK (प्रो) के उगाही और अपहरण नेटवर्क को ध्वस्त करने की व्यापक मुहिम का हिस्सा हैं, जो इसके प्रतिबंधित होने के बावजूद सक्रिय रहा है। इससे पहले 20 अप्रैल 2025 को इम्फाल पूर्वी के सवोमबुंग थोंगखोंग अवांग लेइकाई में 22 वर्षीय PREPAK (प्रो) कैडर, खुंद्रकपम कथो सिंह की गिरफ्तारी हुई थी, जो निरंतर सुरक्षा अभियानों को दर्शाता है।
