Third United Nations Ocean Conference (UNOC3)/तीसरा संयुक्त राष्ट्र महासागर सम्मेलन (UNOC3) खबर में क्यों? तीसरा संयुक्त राष्ट्र महासागर सम्मेलन (UNOC3) 9 से 13 जून, 2025 तक फ्रांस के नीस शहर में आयोजित होने वाला है। फ्रांस और कोस्टा रिका द्वारा सह-आयोजित, यह ऐतिहासिक आयोजन महासागर के सतत उपयोग और संरक्षण के लिए कार्रवाई योग्य समाधानों को बढ़ावा देने और वैश्विक प्रयासों को एकजुट करने के लिए समर्पित है। सम्मेलन का प्राथमिक ध्यान सतत विकास लक्ष्य 14 (SDG14) को आगे बढ़ाने पर है, जो महासागरों, समुद्रों और समुद्री संसाधनों के संरक्षण और सतत उपयोग पर केंद्रित है। सम्मेलन की मुख्य विशेषताएं: UNOC3 में एक विविध कार्यक्रम शामिल होगा, जिसमें निम्नलिखित शामिल हैं: • 10 पूर्ण सत्र: प्रमुख चुनौतियों और प्रगति पर व्यापक चर्चा। • 10 महासागर कार्रवाई पैनल: हितधारकों के बीच सहयोग को बढ़ावा देने वाले इंटरैक्टिव सत्र। मुख्य थीम और उद्देश्य: सम्मेलन तीन महत्वपूर्ण थीमों के इर्द-गिर्द घूमता है: 1. प्रगति को तेज करना: • UNOC3 का उद्देश्य मौजूदा अंतराल और चुनौतियों को संबोधित करके SDG14 के लक्ष्यों और प्रतिबद्धताओं को पूरा करने के प्रयासों को तेज करना है। 2. सभी हितधारकों को शामिल करना: • यह आयोजन सरकारों, संयुक्त राष्ट्र एजेंसियों, सिविल सोसाइटी संगठनों, व्यवसायों और अन्य महत्वपूर्ण हितधारकों सहित विविध प्रतिभागियों को एकत्र करेगा, जो महासागर संरक्षण के लिए एक सहयोगी, बहु-हितधारक दृष्टिकोण पर जोर देता है। 3. नीस महासागर कार्रवाई योजना: • UNOC3 का एक महत्वपूर्ण परिणाम नीस महासागर कार्रवाई योजना को अपनाना होगा, जो एक रणनीतिक ढांचा है और तीन प्रमुख प्राथमिकताओं पर जोर देता है: बहुपक्षीय समझौतों को आगे बढ़ाना: महासागर संरक्षण से संबंधित वैश्विक संधियों और सहकारी ढांचों को अंतिम रूप देने को बढ़ावा देना। वित्तीय समर्थन जुटाना: SDG14 पहलों के लिए समर्पित संसाधनों को सुरक्षित करना और सतत नीली अर्थव्यवस्था को बढ़ावा देना। समुद्री ज्ञान को बढ़ाना: सूचित नीति-निर्माण और कार्रवाई का समर्थन करने के लिए समुद्री विज्ञान के प्रसार और अनुप्रयोग को मजबूत करना। सतत भविष्य की ओर: तीसरा संयुक्त राष्ट्र महासागर सम्मेलन नवाचार, सहयोग और ठोस कार्रवाई को बढ़ावा देने के लिए एक परिवर्तनकारी मंच होने का वादा करता है ताकि हमारे महासागरों के सामने आने वाली गंभीर चुनौतियों का समाधान किया जा सके। विविध आवाजों और संसाधनों को एक साथ लाकर, UNOC3 का लक्ष्य समुद्री पारिस्थितिक तंत्र के सतत संरक्षण के लिए वैश्विक गति को प्रेरित करना है।
