Its primary aim remains the evaluation and ranking of states based on the quality and capacity of vital infrastructure elements—roads, railways, warehousing—as well as the operational efficiency of their logistics networks. Ultimately, these rankings serve as indicators of economic growth potential within respective regions.

Key Insights from the 2023 Report

  • The report categorizes states and UTs into distinct groups based on their logistical prowess:
  • ‘Achievers’ Category: Notably, Andhra Pradesh, Gujarat, Karnataka, Tamil Nadu, Haryana, Punjab, Telangana, Uttar Pradesh, Assam, Sikkim, Tripura, along with UTs Chandigarh and Delhi, are recognized as ‘Achievers.’
  • Category Shifts: Maharashtra has transitioned from the ‘Achievers’ category to ‘Fast Movers,’ while Odisha has shifted from ‘Achievers’ to ‘Aspirers.’
  • ‘Fast Movers’: Kerala and Maharashtra, among coastal states, Madhya Pradesh, Rajasthan, Uttarakhand, among landlocked states, and Arunachal Pradesh, Nagaland, among North Eastern States, stand out as ‘Fast Movers.’
  • ‘Aspirers’: The report designates Goa, Odisha, West Bengal, Bihar, Chhattisgarh, Himachal Pradesh, Jharkhand, Manipur, Meghalaya, Mizoram, and UTs like Daman & Diu/Dadra & Nagar Haveli, Jammu & Kashmir, Ladakh as ‘Aspirers.’
