Land slide in India : Issue & challenges

Why in News?

  • Following the devastating Wayanad landslides two years ago, exceptionally heavy rainfall triggered fresh landslides, mudslides, and flooding across parts of Kerala, killing at least six people and leaving several others missing.

  • The Northeastern States: States like Assam, Arunachal Pradesh, Mizoram, and Meghalaya experience severe slope destabilization during monsoons due to heavy tropical rainfall, shifting cultivation (jhum), and fragile soil strata.

  • The Western Ghats (Interstate Share): Beyond Kerala, states like Karnataka, Maharashtra, and Tamil Nadu experience serious landslide risks along the Ghat sections during intense monsoon spells.

Government Steps and Measures Taken:

  • Landslide Mapping and Atlases: ISRO’s National Remote Sensing Centre released a comprehensive Landslide Atlas mapping vulnerable districts across India to aid early warning.

  • Early Warning Systems: The IMD and National Centre for Seismology/Geological Survey of India (GSI) are working on localized rainfall threshold-based early warning systems for vulnerable hill districts.

  • National Disaster Management Authority (NDMA) Guidelines: Guidelines issued for landslide risk reduction, retrofitting critical infrastructure, and regulating construction in hilly zones.

Way Forward:

  • Zoning Laws and Restrictive Development: Enforce strict land-use zoning regulations that completely ban heavy construction, unscientific cutting, and unpermitted quarrying on steep, high-risk hill slopes.

  • Early Warning and Real-Time Monitoring: Install automated local rain gauges and subsurface soil-moisture sensors in high-risk zones like Wayanad to provide timely evacuation alerts.

  • Ecological Restoration: Promote massive afforestation using deep-rooted native tree species on denuded hill slopes to stabilize soil and improve natural water drainage.

  • Community Preparedness: Conduct regular mock drills and build localized capacity for quick response to minimize fatalities during extreme weather events.

  • उत्तर-पूर्वी राज्य: असम, अरुणाचल प्रदेश, मिजोरम और मेघालय जैसे राज्यों में भारी मानसूनी बारिश, झूम खेती (shifting cultivation) और नाजुक मिट्टी के कारण मानसून के दौरान ढलानें अस्थिर हो जाती हैं।

  • प्रारंभिक चेतावनी और वास्तविक समय की निगरानी: वायनाड जैसे उच्च जोखिम वाले क्षेत्रों में समय पर निकासी चेतावनी प्रदान करने के लिए स्वचालित स्थानीय वर्षा गेज और उपसतह मिट्टी की नमी संवेदक (sensors) स्थापित किए जाएं।

  • पारिस्थितिक पुनरुद्धार (Ecological Restoration): मिट्टी को स्थिर करने और प्राकृतिक जल निकासी में सुधार के लिए बंजर पहाड़ी ढलानों पर गहरी जड़ें वाले देशी पेड़ लगाकर बड़े पैमाने पर वनीकरण किया जाए।
