Karnataka is deliberating on the Kasturirangan Committee Report concerning the conservation of the Western Ghats.
The Centre has asked Karnataka to communicate its decision on the report by September 27, 2026.
The State government has expressed concerns over the report’s potential impact on farmers, livelihoods and agricultural land.
The report identifies around 20,668 sq. km of Karnataka’s Western Ghats as Ecologically Sensitive Area (ESA).
It covers nearly 1,449 villages.
Karnataka has argued that conservation measures should protect the Western Ghats ecosystem without adversely affecting local communities.
Farmers have expressed concerns that ESA classification could affect agricultural land, property and livelihoods.
Questions have been raised over including cultivated areas within proposed ecological boundaries.
The State has described some proposed measures as potentially causing anxiety among local communities.
Karnataka has also highlighted the importance of protecting the rivers originating in the Western Ghats while balancing conservation and development.

Effective conservation requires scientific demarcation, stakeholder consultation and community participation.

The Kasturirangan Committee was officially known as the High Level Working Group (HLWG) on the Western Ghats.
It was constituted in 2012 by the then Ministry of Environment and Forests.
It was headed by Dr. K. Kasturirangan.
Its main objective was to review the recommendations of the Madhav Gadgil Committee and suggest measures to balance ecological conservation with development and livelihoods.
The Gadgil Committee recommended treating the entire Western Ghats as an ecologically sensitive region, with graded conservation and regulatory measures.
The Kasturirangan Committee adopted a comparatively targeted and area-specific approach.
It broadly differentiated the Western Ghats into Natural Landscape and Cultural Landscape.
Natural Landscape: Natural forests, biodiversity-rich areas and regions with relatively low human intervention.
Cultural Landscape: Agricultural land, human settlements, plantations and other areas significantly modified by human activities.
The Committee gave greater conservation priority to the Natural Landscape.
The Committee recommended declaring around 37% of the Western Ghats, approximately 60,000 sq. km, as an Ecologically Sensitive Area (ESA).
The proposed ESA extends across Gujarat, Maharashtra, Goa, Karnataka, Kerala and Tamil Nadu.
Restrict or regulate activities having high environmental impacts within ESA.
Impose strict controls on mining and quarrying.
Regulate highly polluting industrial activities.
Introduce restrictions on new thermal power plants.
Regulate large-scale construction activities on environmental grounds.
Promote sustainable agriculture and eco-tourism.
Enable local communities to benefit from ecosystem services.
Establish a Decision Support and Monitoring Centre for monitoring ecological changes.
The Committee extensively used Remote Sensing and Satellite Data.
Geospatial data from ISRO/NRSC was used to identify natural and cultural landscapes.
Greater emphasis was placed on village-level mapping to make ESA boundaries clearer.
The Committee emphasised balancing environmental conservation with the livelihood needs of local communities.
It proposed promoting sustainable agriculture, eco-tourism and improved forest management as relatively sustainable economic activities.
Gadgil Committee: Broader conservation approach and greater emphasis on treating large parts of the Western Ghats as ecologically sensitive.
Kasturirangan Committee: More targeted ESA approach, greater emphasis on the Natural Landscape, and balancing conservation with development.
कर्नाटक सरकार पश्चिमी घाट से संबंधित कस्तूरीरंगन समिति की रिपोर्ट पर विचार-विमर्श कर रही है।
केंद्र सरकार ने कर्नाटक से 27 सितंबर 2026 तक रिपोर्ट पर अपना निर्णय अवगत कराने को कहा है।
राज्य सरकार ने रिपोर्ट के संभावित प्रभावों को लेकर किसानों, स्थानीय आजीविका तथा कृषि भूमि से संबंधित चिंताएँ व्यक्त की हैं।
कस्तूरीरंगन रिपोर्ट के अनुसार, कर्नाटक के पश्चिमी घाट क्षेत्र में लगभग 20,668 वर्ग किमी क्षेत्र को पारिस्थितिक रूप से संवेदनशील क्षेत्र (ESA) के रूप में चिह्नित किया गया है।
इसके अंतर्गत लगभग 1,449 गाँव आते हैं।
कर्नाटक का मत है कि पश्चिमी घाट के संरक्षण के साथ-साथ स्थानीय समुदायों की आजीविका और विकास संबंधी आवश्यकताओं का भी संरक्षण किया जाना चाहिए।
किसानों को आशंका है कि ESA वर्गीकरण से कृषि भूमि, संपत्ति और आजीविका प्रभावित हो सकती है।
प्रस्तावित सीमाओं में कृषि भूमि को शामिल किए जाने पर प्रश्न उठाए गए हैं।
राज्य सरकार के अनुसार, संरक्षण संबंधी उपाय स्थानीय समुदायों पर अनावश्यक प्रभाव नहीं डालने चाहिए।
पश्चिमी घाट से उद्गमित होने वाली अनेक नदियों के कारण इस क्षेत्र के पारिस्थितिक एवं जल-संसाधन महत्व पर भी बल दिया गया है।
कस्तूरीरंगन रिपोर्ट को अस्वीकार किया जाए।
क्षेत्र के पुनर्मूल्यांकन के लिए नई समिति का गठन किया जाए।
प्रस्तावित पारिस्थितिक संवेदनशील क्षेत्र (ESA) वर्गीकरण को समाप्त किया जाए।
संरक्षण एवं आजीविका के बीच संतुलन के लिए केरल मॉडल पर विचार किया जाए।

पश्चिमी घाट वैश्विक जैव-विविधता हॉटस्पॉट है तथा अनेक प्रमुख नदियों का उद्गम क्षेत्र है।
यह मुद्दा पर्यावरण संरक्षण, कृषि आजीविका और क्षेत्रीय विकास के बीच संतुलन की चुनौती को दर्शाता है।
प्रभावी संरक्षण के लिए वैज्ञानिक सीमांकन, स्थानीय समुदायों से परामर्श और जनभागीदारी आवश्यक हैं।
पारिस्थितिक रूप से संवेदनशील क्षेत्रों का वैज्ञानिक एवं पारदर्शी सीमांकन किया जाए।
महत्वपूर्ण वन एवं पारिस्थितिक तंत्रों का संरक्षण करते हुए स्थापित आजीविकाओं पर अनावश्यक प्रभाव को न्यूनतम किया जाए।
ग्राम सभा एवं स्थानीय समुदायों की भागीदारी को सुदृढ़ किया जाए।
सीमा निर्धारण के लिए अद्यतन GIS एवं पारिस्थितिक आँकड़ों का उपयोग किया जाए।
सतत कृषि, पारिस्थितिकी-पर्यटन तथा अन्य कम-प्रभाव वाली आजीविका गतिविधियों को बढ़ावा दिया जाए।
केंद्र, राज्य सरकारों, स्थानीय समुदायों तथा पर्यावरण विशेषज्ञों के बीच सहमति-आधारित दृष्टिकोण विकसित किया जाए।
पश्चिमी घाट के संरक्षण के लिए वैज्ञानिक पर्यावरणीय मूल्यांकन और स्थानीय आजीविका के संरक्षण के बीच संतुलन आवश्यक है। कस्तूरीरंगन रिपोर्ट से जुड़ा विवाद भारत में पर्यावरणीय शासन, संघवाद और सहभागी संरक्षण की व्यापक चुनौती को दर्शाता है।
कस्तूरीरंगन समिति का आधिकारिक नाम पश्चिमी घाट पर उच्च-स्तरीय कार्य समूह (High Level Working Group – HLWG) था।
इसका गठन 2012 में तत्कालीन पर्यावरण एवं वन मंत्रालय द्वारा किया गया था।
इसकी अध्यक्षता डॉ. के. कस्तूरीरंगन ने की।
इसका प्रमुख उद्देश्य माधव गाडगिल समिति की सिफारिशों की समीक्षा करना तथा पश्चिमी घाट के संरक्षण और विकास के बीच संतुलन स्थापित करने के उपाय सुझाना था।
गाडगिल समिति ने पूरे पश्चिमी घाट को पारिस्थितिक रूप से संवेदनशील क्षेत्र के रूप में देखने तथा विभिन्न स्तरों पर संरक्षण एवं नियमन का सुझाव दिया था।
कस्तूरीरंगन समिति ने अपेक्षाकृत लक्षित एवं क्षेत्र-विशिष्ट दृष्टिकोण अपनाया।
इसने पश्चिमी घाट को मुख्यतः प्राकृतिक परिदृश्य और सांस्कृतिक परिदृश्य में विभाजित किया।
प्राकृतिक परिदृश्य: प्राकृतिक वन, जैव-विविधता से समृद्ध क्षेत्र तथा अपेक्षाकृत कम मानवीय हस्तक्षेप वाले क्षेत्र।
सांस्कृतिक परिदृश्य: कृषि भूमि, मानव बस्तियाँ, वृक्षारोपण तथा अन्य मानव-प्रभावित क्षेत्र।
समिति ने संरक्षण के लिए मुख्यतः प्राकृतिक परिदृश्य को प्राथमिकता दी।
समिति ने पश्चिमी घाट के लगभग 37% क्षेत्र, अर्थात लगभग 60,000 वर्ग किमी, को पारिस्थितिक रूप से संवेदनशील क्षेत्र (ESA) घोषित करने की सिफारिश की।
प्रस्तावित ESA गुजरात, महाराष्ट्र, गोवा, कर्नाटक, केरल और तमिलनाडु में फैला हुआ है।
ESA में अत्यधिक पर्यावरणीय प्रभाव वाली गतिविधियों को प्रतिबंधित या विनियमित करना।
खनन एवं उत्खनन पर कठोर नियंत्रण।
अत्यधिक प्रदूषणकारी औद्योगिक गतिविधियों को नियंत्रित करना।
नए ताप विद्युत संयंत्रों पर प्रतिबंधात्मक व्यवस्था।
बड़े पैमाने की निर्माण गतिविधियों का पर्यावरणीय नियमन।
सतत कृषि और पारिस्थितिकी-पर्यटन को बढ़ावा देना।
स्थानीय समुदायों को पारिस्थितिकी तंत्र सेवाओं से लाभान्वित करना।
पर्यावरणीय परिवर्तनों की निगरानी के लिए Decision Support and Monitoring Centre की स्थापना।
समिति ने Remote Sensing और Satellite Data का व्यापक उपयोग किया।
ISRO/NRSC से प्राप्त भू-स्थानिक आँकड़ों का उपयोग प्राकृतिक एवं सांस्कृतिक परिदृश्यों की पहचान में किया गया।
ESA के सीमांकन को अधिक स्पष्ट बनाने के लिए गाँव-स्तरीय मानचित्रण पर भी बल दिया गया।
समिति ने पर्यावरण संरक्षण तथा स्थानीय लोगों की आजीविका आवश्यकताओं के बीच संतुलन पर बल दिया।
स्थानीय अर्थव्यवस्था में सतत कृषि, पारिस्थितिकी-पर्यटन और बेहतर वन प्रबंधन जैसी गतिविधियों को बढ़ावा देने का सुझाव दिया गया।
गाडगिल समिति: व्यापक संरक्षण दृष्टिकोण और पश्चिमी घाट के बड़े हिस्से को संवेदनशील क्षेत्र मानने पर बल।
कस्तूरीरंगन समिति: अपेक्षाकृत लक्षित ESA, प्राकृतिक परिदृश्य पर प्राथमिकता तथा संरक्षण और विकास के बीच संतुलन पर बल।
