The e-Shram portal has witnessed a rise in gig-worker registrations, but the coverage remains far below the estimated size of India’s gig workforce.
The issue highlights a major challenge: India’s gig economy is growing faster than the systems used to identify, measure and protect its workers.
The 2025–26 Union Budget announced healthcare coverage for gig workers registered on the e-Shram portal.
Expected beneficiaries: over 1 crore gig workers
e-Shram was launched in 2021 as a national database of unorganised workers.
Registration is increasingly becoming important for accessing government welfare benefits.
e-Shram had only 8.58 lakh registered gig workers as of January 2026.
This is significantly lower than the estimated gig workforce of more than 1 crore.
Therefore, a large majority of gig workers may still remain outside the formal social-security system.
The widely used estimates largely originate from the NITI Aayog report, “India’s Booming Gig and Platform Economy” (2022).
The report estimated:
2020–21: Around 77 lakh
2024–25: Around 1.27 crore
2025–26: Around 1.43 crore
This shows the rapid expansion of the gig economy.
A major concern is the lack of reliable and regular data.
The Periodic Labour Force Survey (PLFS) does not yet identify gig workers as a separate category.
The estimated gig workforce accounts for around 2% of India’s total workforce, which was about 61.6 crore according to the 2025 PLFS report.
Thus, India needs a more systematic mechanism to identify, count and track gig workers.
The Code on Social Security, 2020 officially recognised the concept of a gig worker.
It envisages social-security measures such as:
Accident insurance
Maternity benefits
Social Security Fund
Other welfare measures
However, many of these provisions are yet to be fully operationalised.
e-Shram is designed as an Aadhaar-seeded National Database of Unorganised Workers (NDUW).
It can help the government:
Identify workers → Create a database → Target welfare schemes → Improve social-security delivery
For gig workers, it can become an important bridge between the platform economy and government welfare systems.
Gig-worker registration on e-Shram is not uniform across States.
Interestingly, highly urbanised States such as:
Tamil Nadu
Telangana
Kerala
were not among the top States in terms of registrations despite having significant urban and service-sector economies.
This suggests that registration levels do not necessarily reflect the actual size of the gig workforce.
NITI Aayog identified 21 sectors employing gig workers.
These include:
Agriculture + Healthcare + Education + Retail + Food Services + Transportation + Domestic & Household Work
However, e-Shram registrations show significant concentration in:
Food Services → Transportation → Domestic & Household Work
Gig workers are an important part of the emerging new-age services economy, but they often face:
Uncertain income
Lack of job security
Limited social protection
Occupational risks
Absence of traditional employer-employee benefits
Weak representation and bargaining power
Therefore, merely increasing registration is not enough. Registration must translate into actual social-security coverage.
Coverage Gap: Estimated workers far exceed registered workers.
Data Gap: No dedicated and regular official measurement of gig workers.
State Variation: Registration levels differ significantly across States.
Social Security Gap: Legal provisions exist, but many benefits are yet to reach workers.
Platform Economy Challenge: Traditional labour laws are often difficult to apply to flexible platform-based employment.
India needs:
India’s gig economy is expanding rapidly, but its social-security architecture and statistical systems have not kept pace. The key challenge is to move from merely registering gig workers to ensuring their effective, portable and universal social protection.
भारत का गिग कार्यबल: पंजीकरण का अंतर एवं सामाजिक सुरक्षा
चर्चा में क्यों:
e-श्रम पोर्टल पर गिग वर्कर्स के पंजीकरण में वृद्धि हुई है, लेकिन यह संख्या भारत के अनुमानित गिग कार्यबल की तुलना में अभी भी बहुत कम है।
यह स्थिति बताती है कि गिग अर्थव्यवस्था तेजी से बढ़ रही है, लेकिन श्रमिकों की पहचान, आंकड़ों और सामाजिक सुरक्षा की व्यवस्था उसी गति से विकसित नहीं हुई है।
सरकारी पहल:
केंद्रीय बजट 2025–26 में e-श्रम पोर्टल पर पंजीकृत गिग वर्कर्स के लिए स्वास्थ्य सेवा कवरेज की घोषणा की गई।
संभावित लाभार्थी: 1 करोड़ से अधिक गिग वर्कर्स
e-श्रम पोर्टल: 2021 में शुरू किया गया।
उद्देश्य: असंगठित श्रमिकों का राष्ट्रीय डेटाबेस तैयार करना और उन्हें कल्याणकारी योजनाओं से जोड़ना।
पंजीकरण और वास्तविक संख्या में अंतर:
जनवरी 2026 तक e-श्रम पर केवल 8.58 लाख गिग वर्कर्स पंजीकृत थे।
इसके विपरीत, अनुमानित गिग कार्यबल 1 करोड़ से अधिक है।
इसका अर्थ है कि बड़ी संख्या में गिग वर्कर्स अभी भी सरकारी सामाजिक सुरक्षा के दायरे से बाहर हो सकते हैं।
भारत में गिग कार्यबल का आकार:
गिग वर्कर्स के उपलब्ध प्रमुख अनुमान NITI Aayog की 2022 की रिपोर्ट — “India’s Booming Gig and Platform Economy” से प्राप्त होते हैं।
अनुमानित गिग कार्यबल:
2020–21: लगभग 77 लाख
2024–25: लगभग 1.27 करोड़

कानूनी मान्यता:
Code on Social Security, 2020 ने पहली बार गिग वर्कर की अवधारणा को औपचारिक कानूनी मान्यता दी।
इसमें सामाजिक सुरक्षा से जुड़े प्रावधानों की परिकल्पना की गई है, जैसे:
दुर्घटना बीमा
मातृत्व लाभ
सामाजिक सुरक्षा कोष
अन्य कल्याणकारी उपाय
हालाँकि, इनमें से कई प्रावधानों का पूर्ण और प्रभावी क्रियान्वयन अभी बाकी है।
e-श्रम का महत्व:
e-श्रम को आधार-आधारित National Database of Unorganised Workers (NDUW) के रूप में विकसित किया गया है।
यह सरकार को मदद कर सकता है:
श्रमिकों की पहचान → डेटाबेस तैयार करना → लक्षित कल्याण योजनाएँ → सामाजिक सुरक्षा की बेहतर पहुँच
इस प्रकार e-श्रम गिग अर्थव्यवस्था और सरकारी सामाजिक सुरक्षा के बीच महत्वपूर्ण कड़ी बन सकता है।
राज्यों में असमान पंजीकरण:
गिग वर्कर्स का e-श्रम पर पंजीकरण सभी राज्यों में समान नहीं है।
दिलचस्प रूप से, अत्यधिक शहरीकृत राज्यों जैसे:
तमिलनाडु + तेलंगाना + केरल
में भी पंजीकरण शीर्ष राज्यों में नहीं था।
इससे संकेत मिलता है कि पंजीकरण की संख्या वास्तविक गिग कार्यबल के आकार को पूरी तरह प्रतिबिंबित नहीं करती।
प्रमुख क्षेत्र:
NITI Aayog ने गिग वर्कर्स से जुड़े 21 क्षेत्रों की पहचान की थी।
इनमें शामिल हैं:
- कृषि + स्वास्थ्य + शिक्षा + खुदरा + खाद्य सेवाएँ + परिवहन + घरेलू कार्य
- e-श्रम के पंजीकरण में विशेष रूप से गिग वर्कर्स की अधिक संख्या:
- खाद्य सेवाएँ → परिवहन → घरेलू एवं पारिवारिक कार्य
- में दिखाई देती है।
गिग वर्कर्स के सामने प्रमुख चुनौतियाँ:
आय की अनिश्चितता
रोजगार सुरक्षा का अभाव
सीमित सामाजिक सुरक्षा
कार्यस्थल संबंधी जोखिम
पारंपरिक कर्मचारी लाभों का अभाव
कमजोर सामूहिक प्रतिनिधित्व और सौदेबाजी क्षमता
इसलिए केवल पंजीकरण बढ़ाना पर्याप्त नहीं है; पंजीकरण को वास्तविक सामाजिक सुरक्षा में बदलना आवश्यक है।
प्रमुख मुद्दे:
Coverage Gap: अनुमानित गिग वर्कर्स और पंजीकृत वर्कर्स की संख्या में बड़ा अंतर।
Data Gap: गिग कार्यबल के नियमित और विश्वसनीय आंकड़ों का अभाव।
State Variation: राज्यों के बीच पंजीकरण में काफी अंतर।
Social Security Gap: कानूनी प्रावधान मौजूद हैं, लेकिन अनेक लाभ अभी श्रमिकों तक पूरी तरह नहीं पहुँचे हैं।
Platform Economy Challenge: पारंपरिक श्रम कानूनों को डिजिटल प्लेटफॉर्म आधारित रोजगार पर लागू करना चुनौतीपूर्ण है।

- राज्य स्तर पर जागरूकता एवं पंजीकरण अभियान
- स्वास्थ्य, बीमा और आय-सुरक्षा जैसे लक्षित लाभ
UPSC/PCS मुख्य बिंदु:
भारत की गिग अर्थव्यवस्था तेजी से बढ़ रही है, लेकिन उसके अनुरूप सामाजिक सुरक्षा और सांख्यिकीय व्यवस्था विकसित नहीं हुई है। वास्तविक चुनौती केवल गिग वर्कर्स का पंजीकरण नहीं, बल्कि उन्हें प्रभावी, पोर्टेबल और व्यापक सामाजिक सुरक्षा उपलब्ध कराना है।
