India-Netherlands Bilateral Relations: Strategic Partnership Upgrade :
During a historic bilateral visit to The Hague (May 2026), Indian Prime Minister Narendra Modi and Dutch Prime Minister Rob Jetten officially elevated bilateral ties to a Strategic Partnership.
Anchored by a comprehensive Five-Year Roadmap (2026–2030), the two nations signed 17 pacts covering critical technological, economic, and security sectors. The partnership underscores a synergy between the Netherlands’ advanced technology and expertise and India’s demographic dividend, scale, and rapid economic growth.

High-Tech Pivot: Semiconductor Ecosystem:
The centerpoint of the strategic upgrade is a massive push into critical technology supply chains, anchored by the Indian Semiconductor Mission (ISM).
- Tata Electronics & ASML MoU: Dutch chip-tool giant ASML partnered with Tata Electronics to support India’s first front-end 300 mm commercial semiconductor Fab facility in Dholera, Gujarat ($11 Billion investment). ASML will provide advanced lithography tools and solutions.
- Institutional Alignment: Linkage established between the Dutch Semicon Competence Centre and the Indian Semiconductor Mission (ISM) to bolster suppliers, startups, and industrial development.
- The “Brain Bridge” Initiative: A Memorandum of Cooperation for semiconductor research and a skilled talent pipeline.
- Academic Partners: Eindhoven University of Technology & University of Twente (Netherlands) with six premier Indian institutes (IISc Bangalore, IIT Bombay, IIT Delhi, IIT Gandhinagar, IIT Guwahati, and IIT Madras).
- Industry Backing: Supported by NXP, ASML, Tata, and CG Semi.
- Defence and Security Cooperation:
The upgrade formalizes a shift from mercantile interactions to a structured, institutionalized security relationship.
- Joint Tri-Services Interaction: Establishes regular coordination between the respective Ministries of Defence and Directorates of International Military Cooperation.
- Defence Industrial Roadmap: A structured roadmap to foster joint R&D and industrial production, aligning the Society of Indian Defence Manufacturers (SIDM) with the Netherlands Industry for Defence and Security (NIDV).
- Mutual Logistic Support Agreement (MLSA): Both nations agreed to examine the feasibility of an MLSA to institutionalize logistics sharing during training and military exercises.
- Firm Stance on Counter-Terrorism:
The joint statement highlighted strong political alignment on cross-border terrorism and emerging security threats.
- Condemnation of Cross-Border Attacks: Dutch PM Jetten explicitly condemned the April 2025 Pahalgam terrorist attack, affirming solidarity with India.
- Multilateral Alignment: Reaffirmed adherence to UNSC 1267 Sanctions Committee mandates and global FATF standards. The Netherlands explicitly backed India’s long-standing demand for a UN Comprehensive Convention on International Terrorism (CCIT).
- Emerging Tech Threats: Joint concern was raised regarding the weaponization of new technologies, including unmanned aircraft systems (drones), the misuse of virtual assets (crypto) by terrorist entities, and ICT-driven radicalization.
- Legal Frameworks: Commitments made to strengthen bilateral cyber dialogues and accelerate the finalization of a Mutual Legal Assistance Treaty (MLAT) and a revised Extradition Treaty.

The economic aspect leverages the recently concluded India-EU Free Trade Agreement (FTA).
- Investment Gateway: The Netherlands remains one of India’s top 5 investors. The partnership activates the India-Netherlands Joint Trade and Investment Committee and a Fast Track Mechanism for smoother capital flows.
- Customs Enforcement: Signed the Agreement on Mutual Administrative Assistance in Customs Matters to exchange crucial data, prevent illicit trade, and facilitate legitimate commercial shipments.
- Migration and Mobility Pact: Designed to promote the fair mobility of highly skilled professionals through transparent visa processes and worker protections, while simultaneously tackling irregular migration and human trafficking.
- Geopolitics & Maritime Security:
- West Asia Stability: Both leaders expressed serious concern over the disruptive impact of Middle Eastern tensions on global energy security. They called for strict adherence to freedom of navigation and uninterrupted flow of commerce through the Strait of Hormuz.
