Why in News?

  • NITI Aayog released the India Electric Mobility Index (IEMI) 2025 to assess the progress of States and UTs in electric mobility.

  • Delhi topped the index with 84 points, followed by Maharashtra (78) and Karnataka (73).

  • Jurisdictions scoring 65 or above are classified as Top Performers.

IEMI 2025 — Key Findings:

  • Delhi: 84 points

  • Maharashtra: 78 points

  • Karnataka: 73 points

  • Chandigarh: 71 points

  • Goa: 65 points

  • Karnataka recorded the country’s highest score of 97 in Charging Infrastructure Readiness.

India’s Electric Mobility Landscape:

  • Electric Vehicles (EVs) include electric two-wheelers, three-wheelers, cars, buses and commercial vehicles.

  • EVs use electric motors powered primarily by rechargeable batteries, reducing dependence on petrol and diesel.

  • Battery Electric Vehicles (BEVs): Fully electric; require external charging.

  • Hybrid Electric Vehicles (HEVs): Combine an internal-combustion engine with an electric motor; generally do not require external charging.

  • Plug-in Hybrid Electric Vehicles (PHEVs): Combine an engine and electric motor and can be externally charged.

  • Charging infrastructure is a key requirement for large-scale EV adoption.

  • EVs can help reduce urban air pollution, oil-import dependence and transport-sector emissions when electricity is generated from cleaner sources.

  • Major challenges include high upfront cost, charging-network gaps, battery recycling, raw-material dependence and grid requirements.

Government Initiatives:

  • FAME India Scheme: Promotes faster adoption and manufacturing of electric and hybrid vehicles.

  • PM E-DRIVE Scheme: Supports EV adoption, charging infrastructure and deployment of electric vehicles.

  • PLI–Automobile Scheme: Supports advanced automotive technology and manufacturing of EVs.

  • PLI–ACC Battery Scheme: Promotes domestic manufacturing of Advanced Chemistry Cells and reduces dependence on imported batteries.

  • Battery Waste Management Rules, 2022: Establish a framework for collection, recycling and environmentally sound management of waste batteries.

Karnataka’s Electric Mobility Model:

  • BESCOM EV Mithra: Unified EV-charging application.

  • Single-window clearance for EV-related projects.

  • EV Accelerator Cell to support the EV ecosystem.

  • Karnataka introduced India’s first dedicated EV policy in 2017, covering EV sales, charging infrastructure and manufacturing zones.

  • Karnataka accounts for 8.81% of India’s total EV registrations.

  • It ranks second in electric two-wheeler and four-wheeler registrations and third in e-bus registrations.

  • नीति आयोग ने इंडिया इलेक्ट्रिक मोबिलिटी इंडेक्स (IEMI) 2025 जारी किया।

  • समग्र प्रदर्शन में दिल्ली प्रथम (84 अंक)महाराष्ट्र द्वितीय (78 अंक) और कर्नाटक तृतीय (73 अंक) स्थान पर रहे।

  • 65 या अधिक अंक प्राप्त करने वाले राज्यों/केंद्रशासित प्रदेशों को शीर्ष प्रदर्शनकर्ता के रूप में वर्गीकृत किया गया।

  • दिल्ली: 84 अंक

  • महाराष्ट्र: 78 अंक

  • कर्नाटक ने चार्जिंग अवसंरचना तत्परता श्रेणी में 97 अंक प्राप्त किए, जो देश में सर्वाधिक है।

भारत में विद्युत गतिशीलता:

  • विद्युत वाहन (EV) में विद्युत दोपहिया, तिपहिया, कार, बस तथा वाणिज्यिक वाहन शामिल हैं।

  • इनमें मुख्यतः पुनर्भरणीय बैटरी और विद्युत मोटर का उपयोग होता है, जिससे पेट्रोल एवं डीजल पर निर्भरता कम हो सकती है।

  • बैटरी इलेक्ट्रिक वाहन (BEV): पूर्णतः विद्युत चालित और बाहरी चार्जिंग पर निर्भर।

  • हाइब्रिड इलेक्ट्रिक वाहन (HEV): आंतरिक दहन इंजन तथा विद्युत मोटर दोनों का उपयोग करते हैं।

  • प्लग-इन हाइब्रिड इलेक्ट्रिक वाहन (PHEV): इंजन एवं विद्युत मोटर दोनों से युक्त तथा बाहरी रूप से चार्ज किए जा सकते हैं।

विद्युत वाहनों का महत्व:

  • जीवाश्म ईंधन पर निर्भरता में कमी

  • तेल आयात में कमी की संभावना

  • शहरी क्षेत्रों में वायु प्रदूषण को कम करने में योगदान

  • परिवहन क्षेत्र के ग्रीनहाउस गैस उत्सर्जन में कमी

  • स्वच्छ ऊर्जा के साथ एकीकृत होने पर हरित परिवहन व्यवस्था को बढ़ावा

प्रमुख चुनौतियाँ:

  • उच्च प्रारंभिक लागत

  • पर्याप्त चार्जिंग अवसंरचना का अभाव

  • बैटरी के लिए आवश्यक महत्वपूर्ण खनिजों पर आयात निर्भरता

  • बैटरी पुनर्चक्रण एवं अपशिष्ट प्रबंधन

  • विद्युत ग्रिड पर बढ़ता भार

  • बैटरी प्रौद्योगिकी और आपूर्ति शृंखला से संबंधित चुनौतियाँ

सरकारी पहल:

  • FAME India योजना: विद्युत एवं हाइब्रिड वाहनों के तीव्र अंगीकरण और विनिर्माण को बढ़ावा।

  • PM E-DRIVE योजना: विद्युत वाहनों के अंगीकरण तथा चार्जिंग अवसंरचना को प्रोत्साहन।

  • ऑटोमोबाइल क्षेत्र हेतु PLI योजना: उन्नत ऑटोमोटिव प्रौद्योगिकियों और विनिर्माण को बढ़ावा।

  • PLI-ACC योजना: उन्नत रसायन सेल बैटरी के घरेलू विनिर्माण को प्रोत्साहन।

  • बैटरी अपशिष्ट प्रबंधन नियम, 2022: बैटरियों के संग्रहण, पुनर्चक्रण तथा पर्यावरणीय रूप से सुरक्षित प्रबंधन का ढाँचा।

कर्नाटक का विद्युत गतिशीलता मॉडल:

  • BESCOM EV Mithra: विद्युत वाहन चार्जिंग के लिए एकीकृत अनुप्रयोग।

  • एकल-खिड़की स्वीकृति प्रणाली: EV परियोजनाओं की मंजूरी को सरल बनाना।

  • EV Accelerator Cell: विद्युत गतिशीलता पारिस्थितिकी तंत्र को समर्थन।

  • कर्नाटक ने 2017 में भारत की पहली समर्पित विद्युत वाहन नीति लागू की।
