Index of Services Production (ISP)

• Objective: The Ministry of Statistics & Programme Implementation (MoSPI) has launched the first sub-sectoral Trial ISP to measure monthly, short-term movements in India’s formal services sector.

• Base Year: 2024-25.

• Frequency: Monthly releases scheduled for the 29th of every month.

• Coverage: Currently covers 19 sub-sectors, representing approximately 60% of the total services sector.

• Methodology: Developed under the guidance of the Technical Advisory Committee on ISP (TAC-ISP), constituted in May 2025.

Salient Features:

• Classification: Based on the National Industrial Classification (NIC), 2025.

• Scope: Limited to the formal sector enterprises. It excludes core government activities, non-market activities, and the informal sector.

• Data Sources: A differentiated approach based on the nature of the service:

  • Administrative/Secondary Data: Used for Air Transport, Railways, Water Transport (Freight), Banking, and Insurance.

  • GST Data: Used for Wholesale/Retail Trade, IT, Real Estate, Professional Services, Telecommunications, etc.

  • ASISSE Data: Used to determine weights at the 2/3-digit level of NIC.

• Deflators: To account for inflation and determine real growth, the index uses WPI (for wholesale trade) and various CPI metrics (sub-sector specific or CPI-Services) for other service areas.

Performance Highlights (April 2026):

• Growth Trend: 14 out of the 19 sub-sectors recorded double-digit growth compared to April 2025.

• Top-Performing Sectors:

  • Accommodation and Food: 37.2%

  • Retail Trade: 30.8%

  • Administrative & Support Services: 28.7%

  • Real Estate: 27.7%

Significance:

• Economic Measurement: Strengthens India’s statistical system by providing the first-ever monthly barometer for the services sector, which drives over 50% of the country’s economic activity.

• Policy Tool: Acts as a vital macro-economic indicator allowing policymakers to track resilience and stability in sub-sectors, aiding in timely economic interventions.

परिचय (Introduction):

• उद्देश्य: भारत की आर्थिक गतिविधियों में आधे से अधिक योगदान देने वाले ‘सेवा क्षेत्र’ की गतिविधियों को मापने के लिए MoSPI द्वारा पहली बार ISP (सब–सेक्टोरल ट्रायल इंडेक्स) जारी किया गया।
• आधार वर्ष (Base Year): 2024-25।
• समय–सारणी: यह मासिक सूचकांक है जो हर महीने की 29 तारीख को जारी किया जाएगा।
• दायरा: वर्तमान में 19 उप-क्षेत्रों (sub-sectors) को कवर किया गया है, जो पूरे सेवा क्षेत्र का लगभग 60% हैं।

प्रमुख विशेषताएं (Salient Features):

• वर्गीकरण: यह NIC (National Industrial Classification) 2025 पर आधारित है।
• कवरेज: यह केवल औपचारिक (formal) क्षेत्र के उद्यमों को कवर करता है। इसमें कोर सरकारी गतिविधियां, गैर-बाजार गतिविधियां और असंगठित क्षेत्र शामिल नहीं हैं।
• डेटा स्रोत (Data Sources):
  • GST डेटा: अधिकांश व्यापार और सेवा क्षेत्रों के लिए।
  • प्रशासनिक/द्वितीयक डेटा: वायु, रेल, जल परिवहन, बैंकिंग और बीमा के लिए।
  • ASISSE डेटा: भार (weights) निर्धारित करने के लिए।
• डिफ्लेटर (Deflators): वास्तविक वृद्धि मापने के लिए WPI (थोक मूल्य सूचकांक) और CPI (उपभोक्ता मूल्य सूचकांक) का उपयोग किया गया है।

अप्रैल 2026 के मुख्य आंकड़े (Performance Highlights):

• वृद्धि: 19 में से 14 उप–क्षेत्रों ने दोहरे अंकों (double-digit) में वृद्धि दर्ज की।
• शीर्ष प्रदर्शन करने वाले क्षेत्र:
  • आवास और भोजन (Accommodation and Food): 37.2%
  • खुदरा व्यापार (Retail Trade): 30.8%
  • प्रशासनिक और सहायता सेवाएं (Administrative & support services): 28.7%
  • रियल एस्टेट (Real Estate): 27.7%

महत्व (Significance):

• मैक्रो–इकोनॉमिक इंडिकेटर: यह नीति निर्माताओं को अल्पकालिक आर्थिक उतार-चढ़ाव समझने में मदद करेगा।
• सांख्यिकीय मजबूती: यह भारत की आधिकारिक सांख्यिकीय प्रणाली को अधिक विश्वसनीय बनाता है।
• तकनीकी मार्गदर्शन: इसे TAC-ISP (Technical Advisory Committee) की सिफारिशों के आधार पर तैयार किया गया है, जिसका गठन मई 2025 में हुआ था।
