 Why in News ? The government may expand the definition of “Electric Vehicles” to include HEVs and PHEVs.

 Hybrid Electric Vehicle (HEV):

Also known as a Strong Hybrid, this is likely what the article is referring to when discussing “expanding the definition.”

  • How it works: It uses both a petrol engine and an electric motor. It cannot be plugged in to charge.
  • The “Electric” part: The battery is charged entirely through regenerative braking (capturing energy when you slow down) and the petrol engine itself.
  • The Controversy: Critics argue that because 100% of its energy ultimately comes from petrol, it shouldn’t get the same tax breaks or “EV” status as a zero-emission vehicle.

Plug-in Hybrid Electric Vehicle (PHEV):

A PHEV is a “middle ground” between a standard hybrid and a full EV.

  • How it works: It has a larger battery than an HEV and can be plugged into a wall outlet to charge.
  • The “Electric” part: It can typically drive 30–60 km on purely electric power before the petrol engine ever kicks in.
  • The Policy Shift: By including PHEVs in the “EV” definition, the government acknowledges that for short daily commutes, these cars operate exactly like a pure electric car.

Why this change matters for 2026?

Traditionally, Indian schemes like FAME II and the newer PM E-DRIVE have focused almost exclusively on Battery Electric Vehicles (BEVs)—cars that have no engine at all.

HEV / PHEV They act as a “bridge.” They reduce fuel consumption by 30-40% without requiring the massive charging infrastructure that pure EVs need.
Tax Implications Currently, pure EVs in India enjoy a low 5% GST, while hybrids are often taxed at 28% or higher (similar to petrol cars). Expanding the definition could lead to a significant GST reduction for hybrids.
