Why in News ?Bihar became India’s first state to implement mobile app-based voting during municipal bypolls and elections in six Nagar Panchayats, marking a significant electoral innovation.

About the E-SECBHR App:
- Development: Created by the Centre for Development of Advanced Computing (C-DAC), the E-SECBHR app allows voting via registered mobile numbers linked to voter lists.
- Security Features: Incorporates blockchain technology, face-matching, and voter ID verification, limiting two voters per mobile number to ensure transparency and prevent tampering.
- Usage: Complemented traditional electronic voting machines at 489 polling booths for 538 candidates, with Bibha Kumari and Munna Kumar from East Champaran casting the first e-votes.
Significance:
- Electoral Modernization: Demonstrates Bihar’s leadership in adopting technology to make elections more convenient and inclusive.
