Karnataka has approved the Sustainable Data Centre Policy 2026–31 to expand data-centre infrastructure while addressing concerns related to water, energy and the environment.
Data centres are specialised facilities that house servers and computing equipment used for websites, cloud services, digital applications and Artificial Intelligence (AI).
AI-based data centres require large amounts of electricity and generate more heat, increasing their cooling requirements.
Karnataka has around 32 data centres, mainly in and around Bengaluru.
Existing capacity is estimated at around 400 MW.
The policy aims to achieve 1 GW (1,000 MW) capacity by 2031.
Twelve Bengaluru data centres may consume up to 1.964 million litres of water per day at peak capacity.
Some data centres depend on groundwater and private water tankers.
Water Stress: Water-based cooling can increase pressure on local water resources.
Groundwater Depletion: Data centres located in areas without piped water may depend on borewells and tankers.
High Energy Consumption: AI data centres require large amounts of electricity.
Heat Generation: High computing activity produces considerable heat, requiring continuous cooling.
Other Impacts: Data centres may also contribute to noise pollution and localised heat-island effects.
The policy promotes:
Renewable energy
Use of treated water
Water and energy efficiency
Mapping of water and power availability
Reporting of PUE and WUE
PUE (Power Usage Effectiveness): Ratio of total data-centre energy consumption to energy consumed by IT equipment.
WUE (Water Usage Effectiveness): Water consumed by a data centre per kWh of energy used by IT equipment.
Lower PUE and WUE indicate greater efficiency.

Data-centre water consumption may be relatively small at the city level, but can become a serious local problem when data centres depend on groundwater or tankers in water-stressed areas.
Mandatory disclosure of water and electricity consumption before approval.
Greater use of renewable energy and treated wastewater.
Locate data centres according to local water and power availability.
Promote air-cooled and water-efficient technologies.
Strengthen monitoring, transparency and environmental standards.
The growth of AI and the digital economy requires data centres, but their expansion should follow a sustainable and resource-efficient approach.
Mains Question:
“The expansion of data centres creates both economic opportunities and environmental challenges.” Discuss with reference to Karnataka.
