20-Point Gaza Peace Plan:
- Immediate Ceasefire:
- Both parties will stop all military activity, including air strikes of ground operations, while Israeli forces return to a designated border line to allow for hostage release.
- Redevelopment of Gaza:
- A new economic will rebuild Gaza as a vibrant, modern region for the residents to thrive. This redevelopment will be overseen by a board of experts.
- Hostage and Prisoner -st.
- Within 72 hours of the agreement, all hostages (alive or dead) will return. Members of Hamas will be granted amnesty for committing to peace and disarming. The propaganda of the prisoners will include 250 prisoners serving life sentences, and 1,700 detainees including women and children. For every deceased Israeli hostage from Gaza, 15 deceased Gaza will be returned.
- 4. Humanitarian Assistance
- Collateralization and distribution of humanitarian assistance in Gaza will distribute with intervention from the United Nations, Red Crescent, or other neutral international humanitarian organizations.
- Transitional Authority
- A non-political authority made of 10-12 Palestinians will manage all daily services, but will be overseen or supported by an “International Board of Peace” led by President Trump, until the Palestinian Authority can implement necessary changes.
- International Security Forces
- International, and, especially American stability forces will be established to objectively modify or train Palestinian Police, protect international borders of Gaza, and provide long-term security within Gaza from Hamas and other terror groups.
- Demilitarization:
- Gaza will be demilitarized, with independent monitors decommissioning all weapons, destroying military infrastructure, and operating some kind of Riyadh reintegration program.
- Voluntary Displacement:
- Residents will have the option to stay in Gaza or leave voluntarily but will be encouraged to stay and rebuild.
- Withdrawal of Israeli Forces:
- Israel will not occupy or annex Gaza but will withdraw its forces in several predetermined phases to match security conditions.
- Security of Borders:
- A deconfliction mechanism will provide security for Gaza’s borders, prevent arms smuggling, and permit the passage of goods necessary for rebuilding, with the ISF managing security in coordination with Israel and Egypt.
- Governance – Modern Standards:
- The Board of Peace will deliver transparent and effective governance for Gaza’s administration.
- 12. Economic Revitalization:
- Investment programming to create jobs and infrastructure will energize Gaza’s economy.
- Deradicalization Program:
- Programs will ensure that Gaza will present no threats to its neighbors and promote peaceful coexistence.
- Amnesty for Compliance:
- Hamas members will receive amnesty for disarming and committing to peace.
- Safe Passage:
- Hamas members who choose not to comply will receive safe passage out of Gaza.
- Community Involvement:
- Residents and local leadership will take a key role in shaping Gaza’s revitalization.
- Global Support:
- International donors, including private foundations, governments, and the Gulf States, will play a substantial role in the reconstruction and humanitarian response in Gaza.
- Monitoring and Accountability:
- Independent monitoring will facilitate compliance with the peace framework for all parties.
- Interfaith Dialogue:
- A process of acknowledgement and cooperation will encourage the development of positive narratives for Palestinians and Israelis through interfaith dialogue and action.
- Pathway to Statehood:
- If Gaza stabilizes and there are development reforms by the Palestinian Authority, we will generate a path to credible Palestinian self-determination and statehood through dialogue mediated by the US.
