Cybercrime Prevention & Institutional Response in India:

Cybercrime Prevention & Institutional Response in India:

Key Initiatives & Developments:

  • e-Zero FIR Initiative: A new system where cyber financial crime complaints filed via the National Cybercrime Reporting Portal or the 1930 helpline are automatically converted into “e-Zero FIRs” if the reported loss exceeds ₹10 lakh.

  • National Cybercrime Reporting Portal: The centralized digital backbone for reporting and managing cyber fraud cases.

  • Institutional Coordination: The Ministry of Home Affairs (MHA) has successfully onboarded 1,596 banks and financial institutions onto the reporting portal to enable rapid response.

Performance Metrics (Data points for Mains answers):

  • Financial Protection: Prevented fraud worth ₹25,095 crore; ₹10,718 crore has been “frozen” (as lien) to prevent unauthorized transfers.

  • Refunds: Approximately ₹323 crore has been successfully refunded to victims.

  • Preventive Blocks: In the last five years, authorities blocked 2.75 lakh URLs, 233 apps, and 3,691 websites deemed prejudicial to India’s sovereignty and integrity.

  • Account/Transaction Monitoring: * 12.1 lakh “mule accounts” (used for money laundering) have been debit-frozen.

    • 31.6 lakh suspect identifiers were flagged via a suspect registry.

    • 2.27 crore fraudulent transactions were declined.

Challenges Highlighted:

  • Low FIR Conversion Rate: Between August 2019 and May 2026, 98 lakh complaints were recorded, but only 2.3 lakh FIRs were registered. This indicates a conversion rate of only 2.36%, highlighting a massive gap between complaints and formal legal processing.

  • Scaling Challenges: The e-Zero FIR initiative is currently operational in select states (e.g., Delhi, Haryana, Odisha, MP, etc.) and is currently being rolled out to 19 more.

Way Forward:

  • Expansion of Infrastructure: Establishing more state and regional cybercrime coordination centers to decentralize the response mechanism.

  • Human Capital Development: Specialized training for police personnel to function as “cyber commandos” capable of handling sophisticated digital financial fraud.

  • Improving Conversion Rates: Streamlining the legal process to ensure that the huge volume of complaints (98 lakh) is matched by efficient registration and investigation (the e-Zero FIR is a step in this direction).

  • Enhanced Regulatory Roadmaps: Continuous interaction between the Union Council of Ministers and central secretaries to align cyber-governance with the vision of ‘Viksit Bharat’.

(Key Initiatives)

(Performance Data):

(Challenges):

(Way Forward):
