Why in News? Recently, In a historic step towards AI-driven governance, Albania appointed “Diella”, the world’s first AI-generated cabinet minister. The initiative represents a major shift in how artificial intelligence can be used for administrative transparency, efficiency, and accountability.

 About  Diella?

Meaning & Origin: In Albanian, the name Diella translates to “sun”.

Nature: Diella is not a human being, but rather an artificial intelligence system created for the administration of government tenders and contracts.

Appointment: Announced by Prime Minister Edi Rama, Diella has become the world’s first non-human Minister.

Purpose: To reduce corruption, promote fair tendering, and encourage the use of measurement-centered decision-making in public administration.

AI “Children” – Explanation of the Concept:

• Rama’s comment regarding that “these children will know their mother” makes a symbolic reference to 83 AI assistants that have been developed within the Diella central network.
• Each assistant will be designated to support one Member of Parliament within the Socialist Party to support the organization of parliamentary records, provide insights on policies, and analyze debates occurring within parliament.
• The ‘children‘ will have common learning capabilities through Diella and will be able to develop a self-sustaining digital ecosystem as a part of the administrative process of government.

• Diella’s records of every tender and contracts are straightforward and publicly available, therefore reducing the potential for human manipulation and corruption.
