10th meeting of the NITI Aayog Governing Council

Why in News ? The 10th meeting of the NITI Aayog Governing Council was held in New Delhi under the chairmanship of Prime Minister Narendra Modi. The meeting, themed “Viksit Rajya for Viksit Bharat@2047,” focused on enhancing Centre-State cooperation to accelerate development. Key concerns and plans for development were discussed by various Chief Ministers and Union Ministers.

Key Points:

Call for Centre-State Synergy

  • PM Modi emphasized the need for Centre and States to collaborate as “Team India” to achieve development goals by 2047.
  • Urged States to develop at least one world-class tourist destination under the “One State, One Global Destination” initiative.
  • Highlighted the importance of increasing women’s participation in the workforce and creating inclusive policies.

State Concerns

Tamil Nadu:demanded an increase in States’ share of Central taxes, criticizing the reduced allocation of 33.16% instead of the promised 41%.

    • Called for an urban transformation mission for highly urbanized States and river-cleaning projects akin to Clean Ganga for Cauvery, Vaigai, and Thamirabarani rivers.

Punjab:highlighted water disputes and demanded financial support from the Centre.

    • Cited historical claims on Yamuna waters based on the 1972 Irrigation Commission report, asserting Punjab’s rights if Haryana claims Ravi-Beas waters.

 Development Proposals

Andhra Pradesh: suggested forming three sub-groups of States:

Economic Growth: Focusing on investments, manufacturing, exports, and job creation.

Demographic Dividend: Leveraging India’s young population.

Tech-Driven Governance: Using AI, quantum computing, drones, and digital platforms.

Chhattisgarh:proposed a ‘3T Model’:

      • Technology: Enhancing digital infrastructure.
      • Transparency: Ensuring governance accountability.
      • Transformation: Sustainable development.

About NITI Aayog Governing Council:

The NITI Aayog Governing Council is the apex policy-making body in India, tasked with fostering cooperative federalism between the Centre and States. It provides a platform for discussion and deliberation on key development issues and aligns national priorities with regional aspirations.

Composition

  • Chairperson: The Prime Minister of India.
  • Members:
    • Chief Ministers of all States and Union Territories with legislatures.
    • Lieutenant Governors of Union Territories without legislatures.
    • Union Ministers in charge of key ministries.
    • Special invitees (experts, representatives, and stakeholders as needed).

Structure:

  • The Vice Chairperson and full-time members of NITI Aayog provide organizational support.
  • The Governing Council works alongside regional councils, sub-groups, and thematic committees.
