𝗦𝗣𝗜𝗥𝗔𝗟 𝗖𝗔𝗠𝗣𝗔𝗜𝗚𝗡: 𝗙𝗢𝗥𝗖𝗘𝗗 𝗖𝗢𝗡𝗧𝗥𝗔𝗖𝗘𝗣𝗧𝗜𝗢𝗡 𝗢𝗙 𝗜𝗡𝗨𝗜𝗧 𝗪𝗢𝗠𝗘𝗡

𝗪𝗵𝘆 𝗶𝗻 𝗡𝗲𝘄𝘀?

On 𝟳 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟬𝟮𝟲, United Nations (UN) human rights experts urged 𝗗𝗲𝗻𝗺𝗮𝗿𝗸 𝗮𝗻𝗱 𝗚𝗿𝗲𝗲𝗻𝗹𝗮𝗻𝗱 to ensure accountability, justice and effective remedies for Inuit women and girls subjected to forced contraception.

The case highlights serious concerns relating to 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗿𝗶𝗴𝗵𝘁𝘀, 𝗿𝗲𝗽𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝘃𝗲 𝗮𝘂𝘁𝗼𝗻𝗼𝗺𝘆, 𝗰𝗼𝗹𝗼𝗻𝗶𝗮𝗹𝗶𝘀𝗺, 𝗿𝗮𝗰𝗶𝗮𝗹 𝗱𝗶𝘀𝗰𝗿𝗶𝗺𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗵𝘂𝗺𝗮𝗻 𝗿𝗶𝗴𝗵𝘁𝘀 𝘃𝗶𝗼𝗹𝗮𝘁𝗶𝗼𝗻𝘀.

𝗪𝗵𝗮𝘁 𝗶𝘀 𝘁𝗵𝗲 𝗦𝗽𝗶𝗿𝗮𝗹 𝗖𝗮𝗺𝗽𝗮𝗶𝗴𝗻?

The 𝗦𝗽𝗶𝗿𝗮𝗹 𝗖𝗮𝗺𝗽𝗮𝗶𝗴𝗻 was a birth-control programme conducted in Greenland from the 𝟭𝟵𝟲𝟬𝘀 𝘁𝗼 𝘁𝗵𝗲 𝟭𝟵𝟵𝟬𝘀, under which thousands of Inuit women and girls were fitted with 𝗶𝗻𝘁𝗿𝗮𝘂𝘁𝗲𝗿𝗶𝗻𝗲 𝗱𝗲𝘃𝗶𝗰𝗲𝘀 (𝗜𝗨𝗗𝘀), often without their knowledge or informed consent.

𝗞𝗲𝘆 𝗙𝗮𝗰𝘁𝘀:

• 𝗦𝗰𝗮𝗹𝗲: More than 𝟰,𝟬𝟬𝟬 𝘄𝗼𝗺𝗲𝗻 𝗮𝗻𝗱 𝗴𝗶𝗿𝗹𝘀 were reportedly affected.

• 𝗩𝗶𝗰𝘁𝗶𝗺𝘀: Some were underage schoolgirls who were taken from classrooms for the procedure without their consent or that of their parents.

• 𝗠𝗲𝘁𝗵𝗼𝗱: Danish medical personnel inserted IUDs, commonly known as contraceptive coils or spirals, to prevent pregnancy.

• 𝗥𝗲𝗽𝗼𝗿𝘁𝗲𝗱 𝗢𝗯𝗷𝗲𝗰𝘁𝗶𝘃𝗲: To control Greenland’s birth rate through a population-control programme.

• 𝗖𝗼𝗻𝘀𝗲𝗾𝘂𝗲𝗻𝗰𝗲𝘀: Victims reported physical pain, psychological trauma, reproductive complications and difficulties conceiving. Some experienced infertility.

• 𝗣𝘂𝗯𝗹𝗶𝗰 𝗘𝘅𝗽𝗼𝘀𝘂𝗿𝗲: The issue gained wider public attention in 𝟮𝟬𝟮𝟮, following investigative reporting, including the podcast Spiralkampagnen.

𝗪𝗵𝘆 𝗶𝘀 𝗶𝘁 𝗰𝗮𝗹𝗹𝗲𝗱 𝘁𝗵𝗲 𝗦𝗽𝗶𝗿𝗮𝗹 𝗖𝗮𝗺𝗽𝗮𝗶𝗴𝗻?

The term 𝗦𝗽𝗶𝗿𝗮𝗹 refers to the historical loop-shaped design of certain intrauterine contraceptive devices.

𝗪𝗵𝗮𝘁 𝗶𝘀 𝘁𝗵𝗲 𝗛𝗶𝘀𝘁𝗼𝗿𝗶𝗰𝗮𝗹 𝗕𝗮𝗰𝗸𝗴𝗿𝗼𝘂𝗻𝗱?

• 𝗖𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝗥𝗲𝗹𝗮𝘁𝗶𝗼𝗻𝘀𝗵𝗶𝗽: Greenland remained a Danish colony until 𝟭𝟵𝟱𝟯, when its colonial status formally ended.

𝗪𝗵𝗮𝘁 𝗦𝘁𝗲𝗽𝘀 𝗛𝗮𝘃𝗲 𝗕𝗲𝗲𝗻 𝗧𝗮𝗸𝗲𝗻?

• 𝟮𝟬𝟮𝟮: Investigative reporting brought renewed public attention to the scale of the campaign.

• 𝟮𝟬𝟮𝟰: A group of affected women sought compensation from Denmark through legal proceedings.

𝗖𝗮𝗻𝗮𝗱𝗮: 𝗙𝗶𝗿𝘀𝘁 𝗡𝗮𝘁𝗶𝗼𝗻𝘀 𝗮𝗻𝗱 𝗜𝗻𝘂𝗶𝘁 𝗪𝗼𝗺𝗲𝗻

Indigenous women have reported 𝗳𝗼𝗿𝗰𝗲𝗱 𝗼𝗿 𝗰𝗼𝗲𝗿𝗰𝗲𝗱 𝘀𝘁𝗲𝗿𝗶𝗹𝗶𝘀𝗮𝘁𝗶𝗼𝗻, including tubal ligation, in healthcare settings.

Investigations have highlighted 𝘀𝘆𝘀𝘁𝗲𝗺𝗶𝗰 𝗮𝗻𝘁𝗶-𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗿𝗮𝗰𝗶𝘀𝗺, 𝗶𝗻𝗮𝗱𝗲𝗾𝘂𝗮𝘁𝗲 𝗶𝗻𝗳𝗼𝗿𝗺𝗲𝗱 𝗰𝗼𝗻𝘀𝗲𝗻𝘁 𝗮𝗻𝗱 𝘁𝗵𝗲 𝗻𝗲𝗲𝗱 𝗳𝗼𝗿 𝘀𝘂𝗿𝘃𝗶𝘃𝗼𝗿-𝗰𝗲𝗻𝘁𝗿𝗲𝗱 𝗿𝗲𝗺𝗲𝗱𝗶𝗲𝘀.

𝗨𝗻𝗶𝘁𝗲𝗱 𝗦𝘁𝗮𝘁𝗲𝘀: 𝗡𝗮𝘁𝗶𝘃𝗲 𝗔𝗺𝗲𝗿𝗶𝗰𝗮𝗻 𝗪𝗼𝗺𝗲𝗻

During the 𝟭𝟵𝟲𝟬𝘀 𝗮𝗻𝗱 𝟭𝟵𝟳𝟬𝘀, Native American women were among those affected by coercive sterilisation practices.

A 𝟭𝟵𝟳𝟲 𝗶𝗻𝘃𝗲𝘀𝘁𝗶𝗴𝗮𝘁𝗶𝗼𝗻 𝗯𝘆 𝘁𝗵𝗲 𝗨𝗦 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗔𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗢𝗳𝗳𝗶𝗰𝗲 identified serious deficiencies in federal Indian Health Service sterilisation consent procedures.

The case illustrates the risks of 𝗱𝗶𝘀𝗰𝗿𝗶𝗺𝗶𝗻𝗮𝘁𝗼𝗿𝘆 𝗽𝗼𝗽𝘂𝗹𝗮𝘁𝗶𝗼𝗻-𝗰𝗼𝗻𝘁𝗿𝗼𝗹 𝗽𝗼𝗹𝗶𝗰𝗶𝗲𝘀 targeting marginalised communities.

𝗣𝗲𝗿𝘂: 𝗤𝘂𝗲𝗰𝗵𝘂𝗮 𝗮𝗻𝗱 𝗢𝘁𝗵𝗲𝗿 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗪𝗼𝗺𝗲𝗻

During the government of President 𝗔𝗹𝗯𝗲𝗿𝘁𝗼 𝗙𝘂𝗷𝗶𝗺𝗼𝗿𝗶, particularly from 𝟭𝟵𝟵𝟲 𝘁𝗼 𝟮𝟬𝟬𝟬, a national family-planning programme included large numbers of sterilisation procedures.

Indigenous and poor rural women were disproportionately affected by reported 𝗰𝗼𝗲𝗿𝗰𝗶𝗼𝗻, 𝗽𝗿𝗲𝘀𝘀𝘂𝗿𝗲 𝗮𝗻𝗱 𝗶𝗻𝗮𝗱𝗲𝗾𝘂𝗮𝘁𝗲 𝗰𝗼𝗻𝘀𝗲𝗻𝘁.

𝗔𝘂𝘀𝘁𝗿𝗮𝗹𝗶𝗮: 𝗔𝗯𝗼𝗿𝗶𝗴𝗶𝗻𝗮𝗹 𝗮𝗻𝗱 𝗧𝗼𝗿𝗿𝗲𝘀 𝗦𝘁𝗿𝗮𝗶𝘁 𝗜𝘀𝗹𝗮𝗻𝗱𝗲𝗿 𝗣𝗲𝗼𝗽𝗹𝗲𝘀

Indigenous communities experienced colonial policies involving 𝗳𝗼𝗿𝗰𝗲𝗱 𝗳𝗮𝗺𝗶𝗹𝘆 𝘀𝗲𝗽𝗮𝗿𝗮𝘁𝗶𝗼𝗻, 𝗰𝗵𝗶𝗹𝗱 𝗿𝗲𝗺𝗼𝘃𝗮𝗹, 𝗮𝘀𝘀𝗶𝗺𝗶𝗹𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗿𝗲𝘀𝘁𝗿𝗶𝗰𝘁𝗶𝗼𝗻𝘀 𝗼𝗻 𝗰𝘂𝗹𝘁𝘂𝗿𝗮𝗹 𝗮𝗻𝗱 𝗳𝗮𝗺𝗶𝗹𝘆 𝗹𝗶𝗳𝗲.

These policies demonstrate the wider consequences of colonial governance for Indigenous autonomy, although they are not identical to the Greenland contraception case.

𝗜𝗺𝗽𝗼𝗿𝘁𝗮𝗻𝘁 𝗗𝗶𝘀𝘁𝗶𝗻𝗰𝘁𝗶𝗼𝗻: These examples involve different historical circumstances and legal findings. They are comparable in highlighting concerns about 𝗰𝗼𝗲𝗿𝗰𝗶𝗼𝗻, 𝗱𝗶𝘀𝗰𝗿𝗶𝗺𝗶𝗻𝗮𝘁𝗶𝗼𝗻, 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗮𝘂𝘁𝗼𝗻𝗼𝗺𝘆 𝗮𝗻𝗱 𝗮𝗯𝘂𝘀𝗲𝘀 𝗼𝗳 𝘀𝘁𝗮𝘁𝗲 𝗼𝗿 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗽𝗼𝘄𝗲𝗿.

𝗪𝗵𝗮𝘁 𝗔𝗿𝗲 𝘁𝗵𝗲 𝗠𝗮𝗷𝗼𝗿 𝗛𝘂𝗺𝗮𝗻 𝗥𝗶𝗴𝗵𝘁𝘀 𝗜𝘀𝘀𝘂𝗲𝘀?:

• 𝗥𝗲𝗽𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝘃𝗲 𝗔𝘂𝘁𝗼𝗻𝗼𝗺𝘆: Every person has the right to make informed decisions about contraception, fertility and childbearing without coercion.

• 𝗜𝗻𝗳𝗼𝗿𝗺𝗲𝗱 𝗖𝗼𝗻𝘀𝗲𝗻𝘁: Medical procedures must be based on the person’s free and informed consent. Consent obtained through pressure, deception or inadequate information may not be valid.

• 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗥𝗶𝗴𝗵𝘁𝘀: Indigenous peoples have the right to preserve their identity, culture, dignity and autonomy in matters affecting their communities.

• 𝗚𝗲𝗻𝗱𝗲𝗿 𝗘𝗾𝘂𝗮𝗹𝗶𝘁𝘆: Coercive reproductive policies disproportionately affecting women may constitute gender-based discrimination and violence.

• 𝗖𝗼𝗹𝗼𝗻𝗶𝗮𝗹 𝗔𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆: Former colonial powers must confront historical abuses through transparent investigations, recognition of victims, compensation and institutional reform.

The Spiral Campaign demonstrates that 𝗽𝗼𝗽𝘂𝗹𝗮𝘁𝗶𝗼𝗻 𝗰𝗼𝗻𝘁𝗿𝗼𝗹 𝗰𝗮𝗻𝗻𝗼𝘁 𝗯𝗲 𝗽𝘂𝗿𝘀𝘂𝗲𝗱 𝗮𝘁 𝘁𝗵𝗲 𝗲𝘅𝗽𝗲𝗻𝘀𝗲 𝗼𝗳 𝗶𝗻𝗱𝗶𝘃𝗶𝗱𝘂𝗮𝗹 𝗱𝗶𝗴𝗻𝗶𝘁𝘆, 𝗯𝗼𝗱𝗶𝗹𝘆 𝗮𝘂𝘁𝗼𝗻𝗼𝗺𝘆 𝗮𝗻𝗱 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗿𝗶𝗴𝗵𝘁𝘀.

Denmark’s apology and compensation measures represent steps towards redress, but meaningful justice requires accountability, survivor-centred remedies and safeguards against future violations.
