The Uttar Pradesh government is set to introduce the Public Service Commission (Procedure Regulation Amendment) Bill, 2025 in the State Assembly today, with the aim of plugging loopholes and enhancing the security of recruitment examinations conducted by the Uttar Pradesh Public Service Commission (UPPSC), NDTV reported on Monday.
Cleared by the state cabinet on July 22, 2025, the Bill proposes several measures to make the examination process tamper-proof. Key provisions include:
Increase in Question Paper Sets – The number of question paper sets will be raised from three to four, each prepared by different subject experts.
Enhanced Confidentiality – Paper sets will be packed in colour-coded envelopes with confidential codes before being dispatched to examination centres.
Strict Handling Protocols – Experts will submit sealed envelopes with receipts to the Commission. Paper checkers will inspect and seal all four sets without any identifying marks.
Random Selection – The exam controller will randomly select one sealed set for printing.
Accountability for Printers – Printers will be held solely responsible for any irregularities or breaches.
These changes will be incorporated by amending Section 10 of the UPPSC Act, 1985.
