Coal Controller Organisation (CCO)

Why in news ?The Coal Controller Organisation (CCO) under the Ministry of Coal has launched important initiatives for scientific mine closure and sustainable repurposing of land after coal mining ends.

Two major tools were introduced:

  • SUVIKALP – an in-house Mine Repurposing Tool
  • PRISM – Post-Mining Repurposing Implementation Strategy Model

SUVIKALP received the SKOCH Gold Award 2026 for “Digital Operational Efficiency – Data Driven Decision Making.”

B. What is the Problem?

India has a large number of coal mines that will eventually close.
If closed mines are left abandoned, they cause:

  • Environmental damage
  • Land degradation
  • Loss of livelihood for local communities
  • Safety hazards

The new initiatives aim to convert these closed mines into productive assets instead of leaving them as wasteland.

C. Key Initiatives Launched:

1. SUVIKALP – Mine Repurposing Tool:

  • Fully developed in-house by Coal Controller Organisation.
  • It is a data-driven decision-making tool.
  • Evaluates and ranks possible repurposing projects using multiple criteria:
    • Technical feasibility
    • Environmental impact
    • Social benefits
    • Economic viability
  • Helps select the best possible use of post-mining land in a scientific and transparent manner.
  • Received the prestigious SKOCH Gold Award 2026.

2. PRISM – Post-Mining Repurposing Implementation Strategy Model:

  • Provides practical implementation pathways.
  • Offers:
    • Project concepts
    • Step-by-step implementation approaches
    • Case studies from India and abroad
    • Sample Detailed Project Reports (DPRs)
  • Acts as a ready guidebook for mine owners, state governments, and project developers.

3. SUVIKALP Samvaad Webinar Series:

  • Knowledge-sharing and capacity-building programme.
  • Covered important frameworks such as:
    • RECLAIM
    • L.I.V.E.S.
  • Discussed topics like livelihood opportunities, financing mechanisms, and successful models of mine repurposing.

D. Objectives of These Initiatives:

  • Transform closed coal mines into productive assets.
  • Promote environmental restoration.
  • Generate new livelihood opportunities for local communities.
  • Support community development.
  • Encourage economic diversification in mining regions.
  • Align with the Ministry of Coal’s vision of sustainable regional development.

E. Key Concepts Explained:

Concept Simple Meaning
Mine Repurposing Converting land of closed mines into new useful purposes such as agriculture, tourism, solar parks, water bodies, forests, or industrial use.
Scientific Mine Closure Closing a mine in an environmentally safe and socially responsible manner, instead of just abandoning it.
SKOCH Awards Prestigious national awards that recognise excellence in governance, technology, and transformative public initiatives.
