Why in News?
India aims to become a developed economy by 2047 and achieve net-zero emissions by 2070. Decarbonising the cement and construction sector is essential for achieving both goals.

Why is Cement a Climate Challenge?

  • Construction contributes around 35–40% of global GHG emissions, mainly through steel and cement.
  • Cement alone contributes around 7–11% of global emissions.
  • It is a hard-to-abate sector because CO₂ is released both from energy use and limestone calcination.
  • Limestone is heated to around 1,450°C to produce clinker.
  • India’s cement industry emits around 0.62 tonnes CO₂ per tonne of cement.
  • Cement production could rise from 334 MT (2019–20) to 1,546 MT by 2070.

What are the Environmental Impacts?

  • Limestone mining: Deforestation and loss of fertile soil.
  • High-temperature production: Large energy consumption.
  • Calcination: Direct release of CO₂ through chemical reaction.
  • Transportation: Additional carbon emissions.
  • Air pollution: NOx, SO₂ and particulate matter.
  • Ecological loss: Reduced vegetation and carbon sequestration.

How Can Cement Emissions be Reduced?
Alternative Fuels:

  • Replace coal with Refuse-Derived Fuel (RDF) from municipal waste.
  • NITI Aayog targets 20% thermal substitution by 2030.

Lower Clinker Content:

  • Use fly ash and industrial slag instead of clinker.
  • Replacing 1 tonne of clinker can avoid about 0.83 tonnes of CO₂.

Renewable Energy:

  • Promote renewable electricity and electrification of cement production.

Carbon Capture:

  • CCUS is important because process emissions from calcination cannot be completely eliminated.

Green Cement:

  • Promote Portland Pozzolana Cement (PPC) and Portland Slag Cement (PSC).
  • Increase government procurement of low-carbon cement.

What Alternatives Exist to Conventional Cement?

  • Lime and lime-surkhi mortar
  • Mud, earth and rammed-earth construction
  • Compressed earth blocks
  • Kath Kuni architecture of Himachal Pradesh
  • Bamboo and wood-based structures
  • Natural binders such as cactus-based materials

What are the Major Challenges?

  • Cement has a deeply established commercial and supply-chain ecosystem.
  • Builders prefer conventional cement because of speed, strength, standardisation and availability.
  • Traditional materials may not suit every region or modern high-rise structure.
  • Alternative materials require standardisation, testing and wider market acceptance.

What Should be the Way Forward?
Cleaner fuels + renewable energy + lower clinker ratio + CCUS + green cement + traditional materials + sustainable building design.

Conclusion:
India cannot realistically eliminate cement from modern construction. The focus should therefore be on reducing cement dependence, lowering its carbon intensity and promoting region-specific sustainable construction to reconcile Viksit Bharat 2047 with Net-Zero 2070.

कम क्लिंकर सामग्री:

  • क्लिंकर के स्थान पर फ्लाई ऐश और औद्योगिक स्लैग का उपयोग।
  • 1 टन क्लिंकर के प्रतिस्थापन से लगभग 0.83 टन CO₂ का उत्सर्जन रोका जा सकता है।

नवीकरणीय ऊर्जा:

प्रमुख चुनौतियाँ क्या हैं?

  • सीमेंट का गहराई से स्थापित व्यावसायिक और आपूर्ति-श्रृंखला पारिस्थितिकी तंत्र।
  • निर्माता पारंपरिक सीमेंट को गति, मजबूती, मानकीकरण और उपलब्धता के कारण प्राथमिकता देते हैं।
  • पारंपरिक सामग्री हर क्षेत्र या आधुनिक ऊँची इमारतों के लिए उपयुक्त नहीं हो सकती।
  • वैकल्पिक सामग्रियों को मानकीकरण, परीक्षण और व्यापक बाजार स्वीकृति की आवश्यकता है।

आगे की राह क्या होनी चाहिए?
स्वच्छ ईंधन + नवीकरणीय ऊर्जा + कम क्लिंकर अनुपात + CCUS + ग्रीन सीमेंट + पारंपरिक सामग्री + सतत भवन डिजाइन।

निष्कर्ष:
आधुनिक निर्माण से सीमेंट को पूरी तरह समाप्त करना व्यावहारिक रूप से संभव नहीं है। अतः ध्यान सीमेंट पर निर्भरता कम करने, इसकी कार्बन तीव्रता घटाने और क्षेत्र-विशिष्ट सतत निर्माण को बढ़ावा देने पर होना चाहिए, ताकि विकसित भारत 2047 और नेट-जीरो 2070 दोनों लक्ष्यों को संतुलित किया जा सके।
