Why in News?

The RBI report on the finances of Panchayati Raj Institutions (PRIs) for 2022–23 highlights their severe dependence on Central and State government grants and their limited ability to raise their own revenue.

Fiscal Dependence and State Revenue:

Panchayats’ revenue formed only a small share of their respective States’ own revenue.

  • Uttar Pradesh: About 2.5%, the highest among States.

Major Challenges:

Limited Fiscal Autonomy: Heavy dependence on grants reduces the financial independence of Panchayats.

Delayed Fund Release: Delays in receiving funds can hamper local development and force elected representatives to arrange resources themselves.

Administrative Interference: Financial dependence may increase control of higher levels of government over local bodies.

Weak Revenue Base: Panchayats have limited capacity to effectively collect local taxes and user charges.

Way Forward:

The RBI recommends greater decentralisation and empowerment of local leaders and officials. Panchayats need stronger own-source revenue, timely fund transfers, better tax collection and greater functional autonomy.

 ABOUT Panchayati Raj Institutions (PRIs):

Panchayati Raj Institutions (PRIs) are the system of rural local self-government in India. They allow people at the village level to participate directly in planning, decision-making and local development.

Constitutional Status:

The 73rd Constitutional Amendment Act, 1992 gave constitutional status to Panchayati Raj Institutions.

It came into force on 24 April 1993, which is observed as National Panchayati Raj Day.

The provisions are contained in Part IX of the Constitution (Articles 243 to 243-O).

The Eleventh Schedule contains 29 subjects that may be devolved to Panchayats.

Three-Tier Structure:

Gram Panchayat:
Works at the village level. It is the main institution for implementing local development programmes.

Panchayat Samiti:
Works at the block/intermediate level and coordinates the work of Gram Panchayats.

Zila Parishad:
Works at the district level and coordinates development activities across the district.

Important: States with a population below 20 lakh may not have the intermediate-level Panchayat.

Gram Sabha:

Gram Sabha consists of all registered voters of a village or group of villages.

It is the foundation of grassroots democracy.

Major functions include:

  • Discussing local development plans.

  • Approving the Gram Panchayat’s programmes and budget.

  • Participating in social audits.

  • Monitoring implementation of government schemes.

Elections:

  • Panchayat elections are held every 5 years.

  • Elections are conducted by the State Election Commission.

  • If a Panchayat is dissolved, elections should generally be held within 6 months.

Reservation:

The Constitution provides reservation for:

  • SCs and STs in proportion to their population.

  • At least one-third of seats for women, including seats reserved for SC/ST women.

  • States may provide higher reservation for women and backward classes through their laws.

पंचायती राज संस्थाएँ (PRIs):

पंचायती राज संस्थाएँ (Panchayati Raj Institutions—PRIs) भारत में ग्रामीण स्थानीय स्वशासन की संस्थाएँ हैं। इनके माध्यम से ग्रामीण स्तर पर लोग निर्णय-निर्माण, विकास-योजना और स्थानीय प्रशासन में भाग लेते हैं।

ग्यारहवीं अनुसूची में पंचायतों से संबंधित 29 विषय दिए गए हैं।

त्रिस्तरीय व्यवस्था:

ग्राम पंचायत:
यह ग्राम स्तर पर कार्य करती है तथा स्थानीय विकास कार्यक्रमों के क्रियान्वयन में महत्वपूर्ण भूमिका निभाती है।

पंचायत समिति:
यह मध्यवर्ती/खंड स्तर पर कार्य करती है तथा ग्राम पंचायतों के कार्यों में समन्वय करती है।

जिला परिषद:
यह जिला स्तर पर कार्य करती है और जिले में ग्रामीण विकास गतिविधियों का समन्वय करती है।

महत्वपूर्ण: जिन राज्यों की जनसंख्या 20 लाख से अधिक नहीं है, वहाँ मध्यवर्ती स्तर की पंचायत का गठन अनिवार्य नहीं है।

ग्राम सभा:

ग्राम सभा में ग्राम पंचायत क्षेत्र के सभी पंजीकृत मतदाता शामिल होते हैं।

यह जमीनी स्तर के लोकतंत्र की आधारभूत संस्था है।

मुख्य कार्य:

  • स्थानीय विकास योजनाओं पर चर्चा।

  • ग्राम पंचायत की योजनाओं एवं बजट पर विचार।

  • सामाजिक अंकेक्षण (Social Audit) में भागीदारी।

  • सरकारी योजनाओं के क्रियान्वयन की निगरानी।

निर्वाचन:

  • पंचायतों का सामान्य कार्यकाल 5 वर्ष होता है।

  • पंचायत चुनाव राज्य निर्वाचन आयोग द्वारा कराए जाते हैं।

  • पंचायत के विघटन की स्थिति में सामान्यतः 6 माह के भीतर चुनाव कराए जाने चाहिए।

आरक्षण:

संविधान में निम्न के लिए आरक्षण का प्रावधान है:

  • अनुसूचित जाति (SC) और अनुसूचित जनजाति (ST) के लिए उनकी जनसंख्या के अनुपात में।

  • कम-से-कम एक-तिहाई सीटें महिलाओं के लिए, जिसमें SC/ST महिलाओं के लिए आरक्षित सीटें भी शामिल हैं।

  • राज्य कानून के माध्यम से महिलाओं तथा पिछड़े वर्गों के लिए अतिरिक्त आरक्षण का प्रावधान किया जा सकता है।

प्रमुख कार्य:

पंचायतों को निम्न क्षेत्रों से संबंधित कार्य सौंपे जा सकते हैं:

  • कृषि

  • ग्रामीण आवास

  • पेयजल

  • ग्रामीण सड़कें

  • स्वास्थ्य एवं स्वच्छता

वित्तीय व्यवस्था:

पंचायतों को मुख्यतः तीन स्रोतों से धन प्राप्त होता है:

स्वयं का राजस्व:
कर, शुल्क एवं अन्य स्थानीय प्राप्तियाँ।

राज्य सरकार:
अनुदान एवं वित्तीय सहायता।

केंद्र सरकार:
विभिन्न योजनाओं एवं कार्यक्रमों के माध्यम से अनुदान।

कई पंचायतें सरकारी अनुदानों पर अत्यधिक निर्भर रहती हैं, जिससे उनकी वित्तीय स्वायत्तता सीमित होती है।

पंचायती राज का महत्व:

जमीनी लोकतंत्र: शासन को आम लोगों के निकट लाता है।

जनभागीदारी: स्थानीय लोगों को निर्णय-निर्माण में शामिल करता है।

स्थानीय आवश्यकताओं की पहचान: स्थानीय समस्याओं के अनुसार योजनाएँ बनाने में सहायता करता है।

सामाजिक समावेशन: महिलाओं एवं वंचित वर्गों की राजनीतिक भागीदारी बढ़ाता है।

ग्रामीण विकास: स्वास्थ्य, स्वच्छता, बुनियादी ढाँचे, आजीविका एवं कल्याणकारी योजनाओं के क्रियान्वयन में सहायता करता है।
