UPSC Completes 100 Years: Evolution, Constitutional Status and Reforms

Why in News?

The Union Public Service Commission (UPSC) completes 100 years on 1 October 2026. It traces its origin to the establishment of the Public Service Commission on 1 October 1926, making it one of the oldest institutions associated with merit-based recruitment to public services in India.

Over the past century, the institution has evolved from an advisory recruitment body under colonial rule into an independent constitutional body under the Constitution of India.

Historical Evolution of Public Service Commission

Indian Civil Service and the Beginning of Merit-Based Recruitment:

  • The foundations of competitive recruitment to higher public services can be traced to the Indian Civil Service (ICS) examination, introduced in 1855.

  • Initially, the examination was conducted in London, which restricted access for many Indians.

  • The Government of India Act, 1919 provided for the establishment of a Public Service Commission.

  • The first ICS examination in India was held in 1922, marking an important step towards wider participation of Indians in higher administration.

Lee Commission, 1924:

  • The Lee Commission was constituted in 1924 to examine the future organisation of superior public services in India.

  • It recommended the immediate establishment of a statutory Public Service Commission.

  • This recommendation contributed directly to the creation of the Public Service Commission in 1926.

Public Service Commission, 1926:

  • The Public Service Commission was established on 1 October 1926.

  • It was India’s first Public Service Commission.

  • In its initial form, it was primarily an advisory body and did not possess the same constitutional status and independence that the UPSC enjoys today.

Federal Public Service Commission:

  • Under the constitutional developments leading to the Government of India Act, 1935, the institution evolved into the Federal Public Service Commission.

  • It continued to perform recruitment and advisory functions for public services.

From Federal PSC to UPSC:

  • After independence, the Federal Public Service Commission became the Union Public Service Commission (UPSC) on 26 January 1950.

  • The Constitution gave the Commission a constitutional status and incorporated safeguards for its independence.

UPSC Under the Constitution

The UPSC is a constitutional body established under Part XIV of the Constitution, dealing with services under the Union and the States.

Constitutional Provisions:

  • Article 315: Provides for Public Service Commissions for the Union and States.

  • Article 316: Deals with appointment and tenure of the Chairman and Members.

  • Article 317: Deals with removal and suspension of the Chairman or Members.

  • Article 318: Provides for regulations regarding conditions of service and staff.

  • Article 319: Places restrictions on further employment after leaving the Commission.

  • Article 320: Specifies the functions of Public Service Commissions.

  • Article 321: Enables Parliament or State Legislature to extend the functions of a Public Service Commission.

  • Article 322: Provides that expenses of the Commission are charged on the Consolidated Fund of India.

  • Article 323: Deals with annual reports of the Commission.

Safeguards for UPSC’s Independence

The Constitution provides several safeguards to ensure that recruitment remains impartial, merit-based and independent of day-to-day political or administrative pressures.

Appointment:

  • The Chairman and Members of UPSC are appointed by the President of India.

  • The Constitution provides specific rules regarding their tenure and conditions of service.

Removal:

  • The Chairman or a Member cannot simply be removed by the executive at will.

  • In cases of misbehaviour, removal by the President requires an inquiry by the Supreme Court under Article 317.

  • This provides an important institutional safeguard.

Financial Independence:

  • Expenses of UPSC are charged upon the Consolidated Fund of India.

  • Therefore, they are not subject to the ordinary annual voting process of Parliament.

What are All India Services?

All India Services have a distinctive structure in which officers are recruited at the national level but may serve under both the Union Government and State Governments.

The Indian Forest Service became the third All India Service in 1966, joining the IAS and IPS.

The scheme was revamped in 2025, strengthening its role as a bridge between high-performing candidates and employers.

Growth in the Scale of UPSC

The scale of UPSC’s operations has expanded dramatically over the decades.

  • In 2022–23, UPSC handled more than 45 lakh applications across its various examinations and recruitment processes.

  • This represents a many-fold increase compared with the early years of the Commission.

  • The expansion reflects the growing importance of competitive examinations in India’s public administration as well as the increasing number of aspirants seeking public employment.

Inclusion and Wider Representation

Over the decades, UPSC examinations have increasingly reflected India’s social and linguistic diversity.

Important dimensions include:

संघ लोक सेवा आयोग (UPSC) 1 अक्टूबर 2026 को अपनी स्थापना के 100 वर्ष पूर्ण कर रहा है। इसकी स्थापना 1 अक्टूबर 1926 को भारत के प्रथम लोक सेवा आयोग (Public Service Commission) के रूप में हुई थी।

पिछले एक शताब्दी में यह संस्था औपनिवेशिक काल की एक परामर्शदात्री भर्ती संस्था से विकसित होकर भारतीय संविधान के अंतर्गत स्थापित एक स्वतंत्र संवैधानिक निकाय बन गई है।


लोक सेवा आयोग का ऐतिहासिक विकास

भारतीय सिविल सेवा और योग्यता-आधारित भर्ती की शुरुआत:

  • भारत में उच्च लोक सेवाओं में योग्यता-आधारित भर्ती की प्रारंभिक व्यवस्था भारतीय सिविल सेवा (ICS) परीक्षा से जुड़ी थी।

  • 1855 में प्रतियोगी परीक्षा के माध्यम से ICS में भर्ती की व्यवस्था प्रारंभ हुई।

ली आयोग, 1924:

  • आयोग ने तत्काल एक वैधानिक लोक सेवा आयोग की स्थापना की सिफारिश की।

लोक सेवा आयोग, 1926:

  • 1 अक्टूबर 1926 को भारत में लोक सेवा आयोग की स्थापना हुई।

  • यह भारत का प्रथम लोक सेवा आयोग था।

  • अपने प्रारंभिक स्वरूप में यह मुख्यतः एक परामर्शदात्री निकाय था।

  • इसे वर्तमान UPSC के समान संवैधानिक स्वतंत्रता एवं शक्तियाँ प्राप्त नहीं थीं।

संघीय लोक सेवा आयोग:

  • भारत शासन अधिनियम, 1935 के अंतर्गत संस्था का विकास संघीय लोक सेवा आयोग (Federal Public Service Commission) के रूप में हुआ।

  • इसने संघीय स्तर पर लोक सेवाओं से संबंधित भर्ती एवं परामर्श संबंधी कार्य किए।

संघीय लोक सेवा आयोग से UPSC तक:

  • स्वतंत्रता के बाद संघीय लोक सेवा आयोग का नाम बदलकर संघ लोक सेवा आयोग (UPSC) कर दिया गया।

  • 26 जनवरी 1950 को संविधान लागू होने के साथ UPSC को संवैधानिक दर्जा प्राप्त हुआ।

  • संविधान ने आयोग की स्वतंत्रता और निष्पक्ष कार्यप्रणाली सुनिश्चित करने के लिए विभिन्न संस्थागत सुरक्षा उपाय प्रदान किए।


संविधान के अंतर्गत UPSC

संघ लोक सेवा आयोग संविधान के भाग XIV के अंतर्गत स्थापित संवैधानिक निकाय है।

  • अनुच्छेद 320: लोक सेवा आयोगों के कार्य एवं दायित्व।

  • अनुच्छेद 321: संसद या राज्य विधानमंडल द्वारा आयोग के कार्यों का विस्तार।

  • अनुच्छेद 322: आयोग के व्यय का भारत की संचित निधि पर भारित होना।

  • अनुच्छेद 323: आयोग की वार्षिक रिपोर्ट से संबंधित प्रावधान।


UPSC की स्वतंत्रता के संवैधानिक संरक्षण

संविधान ने आयोग को कार्यपालिका के अनुचित प्रभाव से बचाने के लिए विभिन्न सुरक्षा उपाय प्रदान किए हैं।

नियुक्ति:

  • UPSC के अध्यक्ष एवं सदस्यों की नियुक्ति राष्ट्रपति द्वारा की जाती है।

  • संविधान में उनके कार्यकाल तथा सेवा-शर्तों से संबंधित प्रावधान निर्धारित हैं।

पद से हटाना:

  • अध्यक्ष या किसी सदस्य को कार्यपालिका अपनी इच्छा से पद से नहीं हटा सकती।

  • कदाचार (Misbehaviour) के मामले में हटाने की प्रक्रिया के लिए सर्वोच्च न्यायालय द्वारा जांच का संवैधानिक प्रावधान है।

  • यह व्यवस्था आयोग की संस्थागत स्वतंत्रता को मजबूत करती है।

वित्तीय स्वायत्तता:

  • UPSC के प्रशासनिक व्यय भारत की संचित निधि पर भारित होते हैं।

  • अतः इसके व्यय सामान्य वार्षिक मतदान की प्रक्रिया के अधीन नहीं होते।

  • इससे आयोग की वित्तीय स्वायत्तता को संरक्षण मिलता है।

पदावधि के बाद रोजगार पर प्रतिबंध:

  • अनुच्छेद 319 आयोग के अध्यक्ष एवं सदस्यों की पदावधि समाप्त होने के बाद कुछ सरकारी पदों पर नियुक्ति के संबंध में प्रतिबंध निर्धारित करता है।

  • इसका उद्देश्य हितों के टकराव की संभावना को कम करना है।

भर्ती संबंधी कार्य:

UPSC विभिन्न परीक्षाओं एवं चयन प्रक्रियाओं का आयोजन करता है, जिनमें प्रमुख हैं:

  • सिविल सेवा परीक्षा

  • भारतीय वन सेवा परीक्षा

  • इंजीनियरिंग सेवा परीक्षा

  • संयुक्त रक्षा सेवा परीक्षा

अनुच्छेद 320 के अंतर्गत UPSC से लोक सेवाओं से संबंधित विभिन्न मामलों में परामर्श लिया जाता है, जैसे:

  • पदोन्नति एवं स्थानांतरण

  • अनुशासनात्मक मामले

  • कुछ परिस्थितियों में सरकारी सेवकों द्वारा किए गए विधिक व्यय की प्रतिपूर्ति से संबंधित दावे

  • सेवा के दौरान चोट आदि से संबंधित कुछ दावे

UPSC की भूमिका अखिल भारतीय सेवाओं में भर्ती के संदर्भ में विशेष रूप से महत्वपूर्ण है।

प्रमुख अखिल भारतीय सेवाएँ हैं:

  • भारतीय प्रशासनिक सेवा (IAS)

  • भारतीय पुलिस सेवा (IPS)

  • भारतीय वन सेवा (IFoS)

अखिल भारतीय सेवाएँ क्या हैं?

अखिल भारतीय सेवाओं के अधिकारी:
