Why in News?

Union Home Minister Amit Shah inaugurated the conference on ‘PRAHAAR – CT Policy and Strategy’ in New Delhi.

Key Facts:

• PRAHAAR provides a comprehensive counter-terrorism framework based on a whole-of-society approach.

• The conference brought together CAPFs/CPOs, State Police, ATSs and senior security officials.

• Emphasis was placed on strengthening the strategy through continuous analysis of terror incidents and building a robust 10-year counter-terrorism mechanism.

• Focus on taking PRAHAAR principles down to the Thana level and developing automated and proactive counter-terrorism responses.

Recent Counter-Terrorism Measures:

• 288 fugitive criminals brought back to India from 36 countries (2019–2026), according to the Home Minister.

• More than 40 modules of the Shahzad Bhatti network were dismantled.

• Over 100 FIRs registered and 350 persons arrested across 15 States.

• The Shahzad Bhatti network was declared a terrorist organisation under UAPA.

Significance:

• Strengthens inter-agency coordination.

• Promotes preventive and intelligence-led policing.

• Integrates security, human rights and international cooperation.

• Enhances institutional preparedness, recovery and resilience.

PRAHAAR – आतंकवाद-रोधी नीति एवं रणनीति

केंद्रीय गृह मंत्री अमित शाह ने नई दिल्ली में ‘PRAHAAR – CT Policy and Strategy’ सम्मेलन का उद्घाटन किया।

प्रमुख तथ्य:

• PRAHAAR एक व्यापक आतंकवाद-रोधी ढाँचा है, जो समग्र समाज दृष्टिकोण (Whole-of-Society Approach) पर आधारित है।

• सम्मेलन में CAPFs/CPOs, राज्य पुलिस, ATS तथा वरिष्ठ सुरक्षा अधिकारियों ने भाग लिया।

• आतंकवादी घटनाओं के निरंतर विश्लेषण तथा अगले 10 वर्षों के लिए सुदृढ़ आतंकवाद-रोधी तंत्र विकसित करने पर बल दिया गया।

• PRAHAAR के सिद्धांतों को थाना स्तर तक लागू करने तथा सक्रिय एवं स्वचालित आतंकवाद-रोधी प्रतिक्रिया तंत्र विकसित करने पर जोर दिया गया।

हाल के आतंकवाद-रोधी उपाय:

• गृह मंत्री के अनुसार, 2019–2026 के दौरान 36 देशों से 288 भगोड़े अपराधियों को भारत लाया गया।

• शहजाद भट्टी नेटवर्क के 40 से अधिक मॉड्यूल का भंडाफोड़ किया गया।

• 15 राज्यों में 100 से अधिक FIR दर्ज तथा 350 व्यक्तियों को गिरफ्तार किया गया।

• शहजाद भट्टी नेटवर्क को UAPA के तहत आतंकवादी संगठन घोषित किया गया।

महत्व:

• अंतर-एजेंसी समन्वय को सुदृढ़ करता है।

• खुफिया-आधारित एवं निवारक कार्रवाई को बढ़ावा देता है।

• राष्ट्रीय सुरक्षा, मानवाधिकार एवं अंतरराष्ट्रीय सहयोग को एकीकृत करता है।

• आतंकवाद से निपटने में संस्थागत तैयारी एवं लचीलापन बढ़ाता है।
