The Supreme Court questioned the Food Safety and Standards Authority of India (FSSAI) over the proposed timeline for implementing Front-of-Pack Warning Labels (FoPL) on packaged foods high in sugar, salt and saturated fat.
The case concerns mandatory warning labels on packaged foods with high levels of nutrients associated with health risks.
FSSAI proposed:
4 months for consultation and finalisation of draft regulations.
Notification of labelling norms by 1 July next year.
A further 365-day transition period for food businesses.
The Supreme Court questioned the need for such a long implementation period, particularly given the public-health implications.
The Court indicated that it would seek a balance between public-health objectives and reasonable compliance time.
The Court may keep the matter pending to monitor compliance with its directions.

Front-of-Pack Labelling provides simplified nutritional information or warnings on the front of food packages, enabling consumers to identify products high in nutrients such as:

The Food Safety and Standards Authority of India (FSSAI) is India’s apex statutory authority responsible for regulating and supervising food safety and food standards.

सर्वोच्च न्यायालय ने भारतीय खाद्य सुरक्षा एवं मानक प्राधिकरण (FSSAI) से चीनी, नमक और संतृप्त वसा की अधिक मात्रा वाले पैकेज्ड खाद्य पदार्थों पर फ्रंट-ऑफ-पैक चेतावनी लेबल (FoPL) लागू करने की प्रस्तावित समय-सीमा पर प्रश्न किया है।

FSSAI ने प्रस्तावित किया:
मसौदा विनियमों पर परामर्श एवं अंतिम रूप देने के लिए 4 महीने।
1 जुलाई अगले वर्ष तक लेबलिंग मानदंड अधिसूचित करना।
खाद्य व्यवसाय संचालकों को नए नियमों में परिवर्तन के लिए अतिरिक्त 365 दिनों की संक्रमण अवधि देना।
सर्वोच्च न्यायालय ने विशेष रूप से सार्वजनिक स्वास्थ्य के दृष्टिकोण से इतनी लंबी समय-सीमा की आवश्यकता पर प्रश्न उठाया।
न्यायालय ने सार्वजनिक स्वास्थ्य हित और अनुपालन हेतु उचित समय के बीच संतुलन स्थापित करने की आवश्यकता पर बल दिया।
न्यायालय ने संकेत दिया कि वह अपने निर्देशों के अनुपालन की निगरानी के लिए मामले को लंबित रख सकता है।
