Why in News?

The four members of the Visegrád Group (V4) recently supported India’s bid for permanent membership of the UN Security Council at the first meeting of their Foreign Ministers with India.

About Visegrád Group:

  • Also known as the Visegrád Four (V4).

  • Established in 1991 as a platform for regional cooperation.

  • Promotes cooperation in economic, political, cultural, energy and defence-related areas.

  • It is an informal intergovernmental forum.

Members:

  • Czech Republic (Czechia)

  • Hungary

  • Poland

  • Slovakia

Historical Background:

  • Founded when the leaders of Poland, Czechoslovakia and Hungary met at Visegrád, Hungary, in 1991.

  • It sought to strengthen cooperation and support the transition of Central European states after the end of the Warsaw Pact era.

  • Following the dissolution of Czechoslovakia in 1993, Czech Republic and Slovakia became separate members, creating the present V4.

Working Mechanism:

  • Decision-making: Consensus-based.

  • Permanent Secretariat/structure: No permanent institutional structure.

  • Presidency: Rotates annually among member states.

  • Meetings: Held at various levels, including Heads of State, Prime Ministers, Foreign Ministers and technical ministries.

  • Agenda: Determined by the country holding the presidency.

  • V4+: The group cooperates with other EU and non-EU countries through flexible formats known as V4+.

Significance for India:

  • Strengthens India’s engagement with Central Europe.

  • Creates opportunities for cooperation in trade, energy, technology, defence and connectivity.

  • Support for India’s UNSC reform aspirations adds diplomatic significance.

  • Provides an additional platform for India–Europe engagement beyond bilateral relations and EU-level cooperation.

विसेग्राद समूह के चारों सदस्य देशों ने भारत की संयुक्त राष्ट्र सुरक्षा परिषद में स्थायी सदस्यता की दावेदारी का समर्थन किया। यह भारत और मध्य यूरोप के बीच बढ़ते कूटनीतिक सहयोग को दर्शाता है।

विसेग्राद समूह के बारे में:

  • इसे विसेग्राद फोर (V4) भी कहा जाता है।

  • स्थापना: 1991

  • यह एक अनौपचारिक अंतर-सरकारी मंच है।

  • उद्देश्य: आर्थिक, राजनीतिक, सांस्कृतिक, ऊर्जा एवं रक्षा संबंधी सहयोग को बढ़ावा देना।

सदस्य देश:

  • चेक गणराज्य

  • हंगरी

  • पोलैंड

  • स्लोवाकिया

ऐतिहासिक पृष्ठभूमि:

  • 1991 में पोलैंड, चेकोस्लोवाकिया और हंगरी के नेताओं की बैठक हंगरी के विसेग्राद नगर में हुई।

  • इसका उद्देश्य शीत युद्ध के बाद मध्य यूरोपीय देशों के बीच सहयोग को मजबूत करना था।

  • 1993 में चेकोस्लोवाकिया के विभाजन के बाद चेक गणराज्य और स्लोवाकिया अलग-अलग सदस्य बने और वर्तमान V4 अस्तित्व में आया।

कार्यप्रणाली:

  • निर्णय: सर्वसम्मति के आधार पर।

  • स्थायी संस्थागत ढाँचा: कोई स्थायी संरचना नहीं।

  • अध्यक्षता: सदस्य देशों के बीच वार्षिक आधार पर घूमती है।

  • बैठकें: राष्ट्राध्यक्षों, प्रधानमंत्रियों, विदेश मंत्रियों तथा विभिन्न तकनीकी मंत्रालयों के स्तर पर।

  • बैठक का एजेंडा: अध्यक्षता करने वाला देश निर्धारित करता है।

  • V4+: अन्य EU एवं गैर-EU देशों के साथ सहयोग के लिए V4+ प्रारूप का उपयोग।

भारत के लिए महत्त्व:

  • मध्य यूरोप के साथ भारत के संबंधों को मजबूत करता है।

  • व्यापार, ऊर्जा, प्रौद्योगिकी, रक्षा एवं संपर्क के क्षेत्रों में सहयोग के अवसर।

  • UNSC सुधार एवं भारत की स्थायी सदस्यता के लिए कूटनीतिक समर्थन।

  • यूरोपीय संघ के अतिरिक्त क्षेत्रीय समूहों के साथ भारत की बहुपक्षीय कूटनीति को व्यापक बनाता है।
