तुलु भाषा – कर्नाटक में अतिरिक्त राजभाषा का दर्जा/Tulu Language

Why in News?

The Karnataka Cabinet, on 18 September 2026, decided to grant additional official language status to Tulu for administrative purposes in Dakshina Kannada and Udupi districts.

The decision seeks to facilitate the use of Tulu in local administration and strengthen the institutional recognition of the language in its traditional region.

Key Highlights:

  • Additional Official Language Status:Tulu will be permitted for specified administrative purposes in Dakshina Kannada and Udupi.
  • Annual Allocation:The Karnataka Government will provide ₹82 lakh annually for translation, training and promotion of Tulu in administration.
  • Local Governance:Elected representatives will be able to use Tulu in Gram Sabhas, Taluk Panchayats, Zilla Panchayats and Urban Local Bodies.
  • Citizen Applications:Citizens will be able to submit applications and representations to government departments in Tulu.
  • Government Communication:Official circulars and other administrative communication can be made available in Tulu.
  • Limited Territorial Scope:The decision applies to the specified districts and does not make Tulu the official language of the entire State.

What is Tulu?

  • Tulu is a Dravidian languageprimarily spoken in coastal Karnataka.
  • Its major concentration is in Dakshina Kannada and Udupi.
  • Tulu is also spoken in parts of Kasaragod district of Kerala.
  • The cultural region associated with the Tulu-speaking population is commonly known as Tulunadu.
  • Tulu has a rich tradition of oral literature, folk traditions, performing arts and written literature.
  • It is recognised as an independent language in official census-related classification but is not included in the Eighth Scheduleof the Constitution.

Constitutional Position – Article 345:

Article 345 deals with the official language or languages of a State.

  • A State Legislature may, by law, adopt one or more languages in use in the State or Hindias the language or languages for all or any official purposes of the State.
  • This provision gives States considerable flexibility in determining their official-language arrangements.
  • Therefore, State-level official-language recognition does not necessarily depend upon inclusion of that language in the Eighth Schedule.

Tulu and the Eighth Schedule:

The Eighth Schedule contains 22 languages recognised by the Constitution.

Tulu is not presently included in the Eighth Schedule.

This is an important distinction for UPSC;

  • Article 345→ State-level official language arrangement.
  • Eighth Schedule→ Constitutionally listed languages.
  • Tulu’s additional official status in Karnataka→ State-level administrative recognition.
  • Tulu’s inclusion in the Eighth Schedule→ A separate constitutional issue.

Karnataka Official Language Act, 1963:

The Karnataka Official Language Act, 1963 provides the statutory framework for the use of official languages in Karnataka.

  • Kannadais the official language under the State’s existing legal framework.
  • The Act provides for the use of Kannada for specified official purposes.
  • The implementation of additional official-language arrangements for Tulu would have to be aligned with the existing statutory framework.
  • Appropriate legislative amendments, notifications or administrative rules, as required, may therefore be necessary for implementation.

How will Tulu be used in administration?

The decision is intended to expand Tulu’s use in citizen–government interaction and local governance.

Potential areas include;

  • Government applications and representations
  • Local administrative correspondence
  • Notices and circulars
  • Proceedings of local bodies
  • Translation of government documents
  • Public-facing government communication
  • Training of officials in Tulu

Background of the Decision:

The demand for greater official recognition of Tulu has existed for several years.

  • The issue was examined during the tenure of the previous Karnataka Government.
  • A committee was constituted in January 2023to examine the question of granting Tulu additional official-language status.
  • The subsequent government examined administrative models, including the approach followed in Andhra Pradesh for additional language recognition.
  • The latest Cabinet decision represents the State Government’s move towards institutionalising the use of Tulu in the two major Tulu-speaking districts.

Tulu in Education:

  • Tulu is offered as a third optional languagein schools from Class 6 to Class 10 in parts of Dakshina Kannada and Udupi.
  • Mangalore Universityhad a two-year postgraduate programme in Tulu.
  • The programme was discontinued from the 2024–25 academic year, reportedly because of insufficient student enrolment.
  • This highlights the challenge of ensuring that official recognition is supported by education, institutional capacity and actual language use.

Why is the Eighth Schedule important?

The Eighth Schedule forms an important part of India’s constitutional framework for linguistic diversity.

It currently contains 22 languages;

Assamese, Bengali, Bodo, Dogri, Gujarati, Hindi, Kannada, Kashmiri, Konkani, Maithili, Malayalam, Manipuri, Marathi, Nepali, Odia, Punjabi, Sanskrit, Santali, Sindhi, Tamil, Telugu and Urdu.

Important: Inclusion in the Eighth Schedule and recognition as an official language by a State are not the same thing.

What are the other relevant constitutional provisions?

Article 343:
Deals with the official language of the Union.

Article 344:
Provides for a Commission and Committee of Parliament relating to the progressive use of Hindi for official purposes of the Union.

Article 345:
Deals with the official language or languages of a State.

Article 346:
Deals with communication between States and between a State and the Union.

Article 347:
Provides for special recognition of a language spoken by a substantial section of a State’s population, subject to the constitutional conditions.

Article 348:
Deals with the language used in the Supreme Court, High Courts and authoritative texts of laws.

Article 350:
Provides that every person is entitled to submit a representation for the redress of grievances in any language used in the Union or the State.

Article 350A:
Relates to facilities for instruction in the mother tongue at the primary stage for children belonging to linguistic minority groups.

Article 350B:
Provides for a Special Officer for Linguistic Minorities.

Article 351:
Provides a directive for the promotion and development of Hindi.

Why is the Tulu decision significant?

Linguistic Inclusion:
Greater use of Tulu can make local administration more accessible to Tulu-speaking citizens.

Cultural Preservation:
Institutional support can contribute to preservation of Tulu’s literary, cultural and oral traditions.

Participatory Governance:
Allowing greater use of the local language in local bodies can facilitate participation in grassroots governance.

Administrative Accessibility:
Citizens may find it easier to communicate with local government institutions in a familiar language.

Linguistic Diversity:
The decision reflects India’s constitutional accommodation of its multi-lingual character.

What are the challenges?

Translation Capacity:
Government documents will require reliable translation between Tulu, Kannada and English.

Official Terminology:
Administrative, legal and technical terminology may need greater standardisation.

Training of Officials:
Personnel handling public-facing administration may require language training.

Digital Governance:
Tulu-language interfaces, databases, forms and digital government services may need to be developed.

Financial Requirements:
Translation, training and documentation will require sustained funding.

Coordination with Existing Framework:
The new arrangement will have to function alongside Kannada’s existing official-language status

समाचार में क्यों?

18 सितंबर 2026 को कर्नाटक मंत्रिमंडल ने तुलु भाषा को दक्षिण कन्नड़ और उडुपी जिलों में प्रशासनिक प्रयोजनों के लिए अतिरिक्त राजभाषा का दर्जा देने का निर्णय लिया।

इस निर्णय का उद्देश्य स्थानीय प्रशासन में तुलु के उपयोग को बढ़ावा देना तथा तुलु-भाषी नागरिकों के लिए प्रशासनिक सेवाओं को अधिक सुलभ बनाना है।

प्रमुख बिंदु:

  • अतिरिक्त राजभाषा का दर्जा:दक्षिण कन्नड़ और उडुपी जिलों में निर्दिष्ट प्रशासनिक कार्यों के लिए तुलु का उपयोग किया जा सकेगा।
  • वार्षिक वित्तीय आवंटन:तुलु में अनुवाद, अधिकारियों के प्रशिक्षण तथा भाषा के प्रशासनिक उपयोग को बढ़ावा देने के लिए ₹82 लाख प्रतिवर्ष आवंटित किए जाएंगे।
  • स्थानीय स्वशासन:निर्वाचित प्रतिनिधि ग्राम सभा, तालुक पंचायत, जिला पंचायत तथा शहरी स्थानीय निकायों की बैठकों में तुलु का उपयोग कर सकेंगे।
  • नागरिक आवेदन:नागरिक सरकारी विभागों को तुलु में आवेदन एवं अभ्यावेदन प्रस्तुत कर सकेंगे।
  • सरकारी संचार:आधिकारिक परिपत्र तथा अन्य प्रशासनिक सामग्री तुलु में उपलब्ध कराई जा सकेगी।
  • सीमित क्षेत्रीय लागूकरण:यह निर्णय पूरे कर्नाटक में तुलु को राजभाषा नहीं बनाता, बल्कि मुख्य रूप से दक्षिण कन्नड़ और उडुपी जिलों तक सीमित है।

तुलु भाषा क्या है?

  • तुलु एकद्रविड़ भाषा है।
  • इसका प्रमुख प्रसारतटीय कर्नाटक में है।
  • तुलु भाषी जनसंख्या मुख्यतःदक्षिण कन्नड़ और उडुपी जिलों में केंद्रित है।
  • इसके अतिरिक्त, तुलुकेरल के कासरगोड जिले में भी बोली जाती है।
  • तुलु से संबंधित सांस्कृतिक क्षेत्र को सामान्यतःतुलुनाडु कहा जाता है।
  • तुलु की समृद्धमौखिक परंपरा, लोक साहित्य, लोक कलाओं, प्रदर्शनकारी परंपराओं तथा लिखित साहित्य की विरासत है।
  • तुलु को आधिकारिक जनगणना संबंधी वर्गीकरण में एकस्वतंत्र भाषा के रूप में मान्यता प्राप्त है, लेकिन यह संविधान की आठवीं अनुसूची में सम्मिलित नहीं है

अनुच्छेद 345 का संवैधानिक आधार:

अनुच्छेद 345 किसी राज्य की राजभाषा या राजभाषाओं से संबंधित है।

  • राज्य विधानमंडल विधि द्वारा राज्य में प्रचलितएक या अधिक भाषाओं अथवा हिंदी को राज्य के सभी या किसी आधिकारिक प्रयोजन के लिए राजभाषा के रूप में अपना सकता है।
  • यह प्रावधान राज्यों को अपनीभाषा संबंधी प्रशासनिक व्यवस्था निर्धारित करने की संवैधानिक गुंजाइश देता है।
  • इसलिए किसी भाषा को राज्य स्तर पर आधिकारिक प्रयोजन के लिए अपनाया जाना आवश्यक रूप से उस भाषा केआठवीं अनुसूची में शामिल होने पर निर्भर नहीं करता

तुलु और आठवीं अनुसूची:

संविधान की आठवीं अनुसूची में वर्तमान में 22 भाषाएँ सम्मिलित हैं।

तुलु वर्तमान में आठवीं अनुसूची में सम्मिलित नहीं है।

यहाँ एक महत्वपूर्ण अंतर समझना आवश्यक है;

  • अनुच्छेद 345→ राज्य की राजभाषा संबंधी व्यवस्था।
  • आठवीं अनुसूची→ संविधान में सूचीबद्ध 22 भाषाएँ।
  • कर्नाटक में तुलु का अतिरिक्त राजभाषा दर्जा→ राज्य स्तर पर प्रशासनिक मान्यता।
  • आठवीं अनुसूची में तुलु को शामिल करना→ एक अलग संवैधानिक विषय।

कर्नाटक राजभाषा अधिनियम, 1963:

कर्नाटक राजभाषा अधिनियम, 1963 राज्य में राजभाषा के प्रयोग से संबंधित वैधानिक ढाँचा प्रदान करता है।

  • कन्नड़कर्नाटक की राजभाषा है।
  • अधिनियम में सरकारी कार्यों में कन्नड़ के प्रयोग का प्रावधान किया गया है।
  • तुलु के अतिरिक्त आधिकारिक प्रयोग को मौजूदा वैधानिक व्यवस्था के अनुरूप लागू करना होगा।
  • इसके लिए आवश्यकतानुसारविधायी संशोधन, अधिसूचना अथवा प्रशासनिक नियम बनाए जा सकते हैं।

प्रशासन में तुलु का उपयोग कैसे होगा?

इस निर्णय से नागरिकसरकार संवाद तथा स्थानीय प्रशासन में तुलु के उपयोग का विस्तार हो सकता है।

संभावित क्षेत्र;

  • सरकारी आवेदन एवं अभ्यावेदन
  • स्थानीय प्रशासनिक पत्राचार
  • सरकारी सूचनाएँ एवं नोटिस
  • स्थानीय निकायों की कार्यवाही
  • सरकारी दस्तावेजों का अनुवाद
  • नागरिक-केंद्रित सरकारी संचार
  • अधिकारियों का तुलु भाषा में प्रशिक्षण

निर्णय की पृष्ठभूमि:

तुलु को अधिक आधिकारिक मान्यता देने की माँग कई वर्षों से की जाती रही है।

  • तुलु भाषा के संगठनों और विभिन्न समूहों द्वारा प्रशासनिक एवं संवैधानिक स्तर पर अधिक मान्यता की माँग की जाती रही है।
  • जनवरी 2023में तत्कालीन कर्नाटक सरकार ने तुलु को अतिरिक्त आधिकारिक भाषा का दर्जा देने के संबंध में अध्ययन के लिए एक समिति गठित की थी।
  • बाद में राज्य सरकार ने अन्य राज्यों में अपनाई गई भाषा-संबंधी व्यवस्थाओं का भी अध्ययन किया।
  • वर्तमान निर्णय इसी प्रक्रिया के आगे बढ़ने का परिणाम है।

शिक्षा में तुलु:

  • दक्षिण कन्नड़ और उडुपी के कुछ क्षेत्रों मेंकक्षा 6 से 10 तक तुलु को तीसरी वैकल्पिक भाषा के रूप में पढ़ाया जाता है।
  • मैंगलोर विश्वविद्यालयमें तुलु का दो वर्षीय स्नातकोत्तर कार्यक्रम संचालित किया जाता था।
  • कम विद्यार्थी नामांकन के कारण यह कार्यक्रम2024–25 शैक्षणिक सत्र से बंद कर दिया गया।
  • इससे स्पष्ट होता है कि भाषा के संरक्षण के लिए केवल आधिकारिक मान्यता पर्याप्त नहीं है; शिक्षा, संस्थागत समर्थन और व्यावहारिक उपयोगभी आवश्यक हैं।

आठवीं अनुसूची का महत्व:

आठवीं अनुसूची भारत की भाषाई विविधता से संबंधित संवैधानिक व्यवस्था का महत्वपूर्ण हिस्सा है।

वर्तमान में इसमें 22 भाषाएँ हैं;

असमिया, बंगाली, बोडो, डोगरी, गुजराती, हिंदी, कन्नड़, कश्मीरी, कोंकणी, मैथिली, मलयालम, मणिपुरी, मराठी, नेपाली, ओड़िया, पंजाबी, संस्कृत, संताली, सिंधी, तमिल, तेलुगु और उर्दू।

महत्वपूर्ण: आठवीं अनुसूची में शामिल होना और किसी राज्य द्वारा किसी भाषा को प्रशासनिक प्रयोजनों के लिए आधिकारिक दर्जा देना दो अलगअलग संवैधानिक एवं कानूनी विषय हैं

अन्य संबंधित संवैधानिक प्रावधान:

अनुच्छेद 343:
संघ की राजभाषा से संबंधित है।

अनुच्छेद 344:
संघ के आधिकारिक प्रयोजनों में हिंदी के प्रगतिशील प्रयोग से संबंधित राजभाषा आयोग एवं संसदीय समिति का प्रावधान करता है।

अनुच्छेद 345:
राज्य की राजभाषा या राजभाषाओं से संबंधित है।

अनुच्छेद 346:
राज्यों के बीच तथा राज्य और संघ के बीच संचार की भाषा से संबंधित है।

अनुच्छेद 347:
राज्य की जनसंख्या के किसी वर्ग द्वारा बोली जाने वाली भाषा के संबंध में विशेष प्रावधान करता है।

अनुच्छेद 348:
उच्चतम न्यायालय, उच्च न्यायालय तथा विधियों, विधेयकों आदि के प्राधिकृत पाठ में प्रयुक्त भाषा से संबंधित है।

अनुच्छेद 350:
किसी व्यक्ति को अपनी शिकायत के निवारण के लिए संघ या राज्य में प्रयुक्त किसी भी भाषा में अभ्यावेदन देने का अधिकार प्रदान करता है।

अनुच्छेद 350A:
भाषाई अल्पसंख्यक वर्ग के बच्चों के लिए प्राथमिक स्तर पर मातृभाषा में शिक्षा की सुविधाएँ उपलब्ध कराने से संबंधित है।

अनुच्छेद 350B:
भाषाई अल्पसंख्यकों के लिए विशेष अधिकारी का प्रावधान करता है।

अनुच्छेद 351:
हिंदी भाषा के प्रचार और विकास के लिए संघ के दायित्व से संबंधित है।

यह निर्णय क्यों महत्वपूर्ण है?

भाषाई समावेशन:
स्थानीय प्रशासन में तुलु के अधिक उपयोग से तुलु-भाषी नागरिकों की सरकारी सेवाओं तक पहुँच आसान हो सकती है।

सांस्कृतिक संरक्षण:
संस्थागत समर्थन तुलु की साहित्यिक, सांस्कृतिक एवं मौखिक परंपराओं के संरक्षण में योगदान दे सकता है।

जनभागीदारी:
स्थानीय निकायों में स्थानीय भाषा के प्रयोग से जमीनी स्तर पर नागरिक भागीदारी को बढ़ावा मिल सकता है।

प्रशासनिक सुगमता:
नागरिक अपनी परिचित भाषा में सरकारी संस्थानों के साथ संवाद कर सकेंगे।

भाषाई विविधता:
यह भारत की बहुभाषी एवं बहुसांस्कृतिक संरचना के प्रति संवैधानिक दृष्टिकोण को दर्शाता है।

कार्यान्वयन से जुड़ी चुनौतियाँ:

अनुवाद क्षमता:
सरकारी दस्तावेजों का तुलु, कन्नड़ और अंग्रेजी के बीच विश्वसनीय अनुवाद आवश्यक होगा।

प्रशासनिक शब्दावली:
कानूनी, प्रशासनिक एवं तकनीकी शब्दावली का मानकीकरण आवश्यक हो सकता है।

अधिकारियों का प्रशिक्षण:
नागरिकों से सीधे संवाद करने वाले अधिकारियों को तुलु भाषा का प्रशिक्षण देना पड़ सकता है।

डिजिटल शासन:
तुलु भाषा में ऑनलाइन प्रपत्र, डिजिटल सेवाएँ, डेटाबेस और सरकारी पोर्टल विकसित करने की आवश्यकता हो सकती है।

वित्तीय आवश्यकता:
अनुवाद, प्रशिक्षण, दस्तावेजीकरण और डिजिटल अवसंरचना के लिए निरंतर वित्तीय संसाधनों की आवश्यकता होगी।

मौजूदा व्यवस्था के साथ समन्वय:
तुलु के अतिरिक्त आधिकारिक उपयोग को कन्नड़ की वर्तमान राजभाषा व्यवस्था के साथ समन्वित करना होगा।
