August 4, 2026: Heatwaves and lightning were added to India’s list of 14 notified natural calamities.
Following 16th Finance Commission (FC-XVI) recommendations, States can now use disaster funds for heatwave response and mitigation.
Article 280: Finance Commission recommends the framework for disaster-management funds.
FC-XVI allocation (2026–31): ₹2.04 lakh crore for State disaster funds.
SDRF: ₹1.6 lakh crore → immediate response, relief and reconstruction.
SDMF: Remaining amount → long-term disaster risk reduction and mitigation.
National Disaster Funds: ₹79,406 crore → available when disasters exceed State resources.
Earlier:
States could treat heatwaves as a local disaster.
SDRF use was capped at 10% of annual allocation and required State-specific norms.
Now:
Heatwaves are fully notified disasters.
States can use the SDRF without the earlier heatwave-specific ceiling for eligible relief.
SDMF can support long-term heat-risk reduction.
Through SDRF:
Relief and compensation for heat-related deaths and losses.
Emergency response and immediate assistance.
Through SDMF:
Cooling shelters
Early-warning systems
Heat-risk reduction infrastructure
Other measures identified through risk and vulnerability assessments
NDMA has advised States, districts and cities to prepare HAPs.
Around 300 cities/districts across 23 States have HAPs.
Major gap: thousands of ULBs and districts still lack comprehensive heat plans.
Key problems: limited technical capacity, inadequate funding and weak implementation.
Convert HAPs into fundable and technically sound projects.
Improve heat-related health surveillance and loss-and-damage data.
Strengthen local bodies’ technical capacity.
Ensure coordination between disaster management, health and urban departments.
Expand Heat Action Plans to all vulnerable districts and cities.
Create model heat-mitigation projects suited to local conditions.
Promote convergence with existing government schemes.
Use parametric insurance for faster payouts when predefined temperature thresholds are crossed.
Strengthen early warning + public health surveillance.
Heatwaves are shifting from a relief-centric issue to a long-term climate-risk management challenge. Effective use of SDRF and SDMF requires better planning, reliable data, technical capacity and convergence.
4 अगस्त 2026: हीटवेव और बिजली गिरना भारत की 14 अधिसूचित प्राकृतिक आपदाओं की सूची में शामिल किए गए।
16वें वित्त आयोग (FC-XVI) की सिफारिशों के बाद राज्य अब आपदा निधि का उपयोग हीटवेव से निपटने और उसके प्रभाव को कम करने के लिए कर सकते हैं।
अनुच्छेद 280: वित्त आयोग आपदा प्रबंधन निधियों के लिए वित्तीय ढाँचे की सिफारिश करता है।

हीटवेव को पूर्ण रूप से अधिसूचित आपदा का दर्जा मिला।
पात्र राहत कार्यों के लिए SDRF का उपयोग पहले वाली हीटवेव-विशिष्ट सीमा के बिना किया जा सकता है।
SDMF से दीर्घकालिक हीट-जोखिम न्यूनीकरण के उपाय किए जा सकते हैं।
SDRF के माध्यम से:
हीट से होने वाली मृत्यु और नुकसान पर राहत एवं मुआवजा।
आपातकालीन प्रतिक्रिया और तत्काल सहायता।
SDMF के माध्यम से:
कूलिंग शेल्टर
अर्ली वार्निंग सिस्टम
हीट-जोखिम कम करने वाला बुनियादी ढाँचा।
जोखिम एवं संवेदनशीलता आकलन के आधार पर अन्य शमन उपाय।
NDMA ने राज्यों, जिलों और शहरों को HAP तैयार करने की सलाह दी है।
लगभग 23 राज्यों के 300 शहरों/जिलों में HAP मौजूद हैं।
बड़ी कमी: हजारों ULBs और जिलों के पास अभी भी व्यापक हीट एक्शन प्लान नहीं हैं।
प्रमुख समस्याएँ: तकनीकी क्षमता की कमी, अपर्याप्त फंडिंग और कमजोर क्रियान्वयन।
HAP को तकनीकी रूप से मजबूत और फंडिंग योग्य परियोजनाओं में बदलना।
हीट-संबंधी स्वास्थ्य निगरानी और नुकसान के आँकड़ों में सुधार।
स्थानीय निकायों की तकनीकी क्षमता बढ़ाना।
आपदा प्रबंधन, स्वास्थ्य और शहरी विभागों के बीच बेहतर समन्वय।
सभी संवेदनशील जिलों और शहरों में Heat Action Plans का विस्तार।
स्थानीय परिस्थितियों के अनुसार मॉडल हीट-मिटिगेशन परियोजनाएँ विकसित करना।
मौजूदा सरकारी योजनाओं के साथ अभिसरण (Convergence) बढ़ाना।
तापमान की पूर्व-निर्धारित सीमा पार होने पर तेज भुगतान के लिए पैरामीट्रिक इंश्योरेंस को बढ़ावा देना।
पूर्व चेतावनी प्रणाली + सार्वजनिक स्वास्थ्य निगरानी को मजबूत करना।
हीटवेव अब केवल राहत का विषय नहीं, बल्कि दीर्घकालिक जलवायु-जोखिम प्रबंधन की चुनौती बन रही है। SDRF और SDMF का प्रभावी उपयोग बेहतर योजना, विश्वसनीय डेटा, तकनीकी क्षमता और योजनाओं के अभिसरण पर निर्भर करेगा।
