Heatwaves in India — Impact on Labour Productivity/भारत में हीटवेव — श्रम उत्पादकता पर प्रभाव

Why in News?

  • Heatwaves are becoming more frequent and intense in India.

  • Heatwave conditions are now being observed earlier, while hot days and warm nights are increasing.

  • Rising heat is affecting worker health, productivity, income and employment, creating a major economic challenge.

What is a Heatwave:

  • heatwave is a period of unusually high temperatures compared to the normal temperature of a region.

  • In India, heatwaves mainly occur from March to June, generally peaking in May.

  • Central, Northwest, East and northern Peninsular India are particularly vulnerable.

Key Facts:

  • World Bank: Up to 75% of India’s workforce, around 380 million people, depend on heat-exposed labour.

  • ILO: More than 70% of workers globally are at risk from excessive heat exposure.

  • India reportedly lost around $100 billion due to heat-induced productivity losses.

  • About 57% of Indian districts, containing nearly 76% of the population, face high to very high heat risk.

Impact on Labour Productivity:

Reduced working capacity:

  • Extreme heat causes physical exhaustion and heat-related illness.

  • Workers are unable to maintain normal working hours and efficiency.

Absenteeism:

  • Workers are more likely to miss work during extreme heat.

  • Hot conditions also increase health-related absence.

Lower income:

  • Informal workers, particularly those working outdoors, face greater income losses.

  • In Delhi, informal workers’ net earnings were around 40% lower during heatwaves compared with other days in May and June.

Manufacturing productivity:

  • Factory and blue-collar workers also experience reduced productivity.

  • A study estimated that 1°C warming could reduce manufacturing output by about 2%.

Urban Heat Island Effect:

  • Rapid urbanisation and expansion of built-up areas increase heat retention.

  • Concrete structures absorb heat during the day and release it slowly at night.

  • This keeps night-time temperatures higher, reducing recovery and sleep quality.

  • Result: Higher heat exposure → poorer health → lower productivity.

Why Informal Workers Face Greater Risk:

  • Greater dependence on outdoor work.

  • Limited access to air-conditioning and cooling facilities.

  • Weak social security and health protection.

  • Loss of working hours directly results in loss of income.

Government Measures:

  • NDMA, in collaboration with the Ministry of Home Affairs, has issued guidelines for protecting workers from heat stress.

    • Awareness and education

    • Regulation of working hours

    • Adequate drinking water

    • Medical facilities

    • Appropriate protective workwear

हीटवेव क्या है:

  • भारत में यह मुख्यतः मार्च से जून के बीच होती है और सामान्यतः मई में चरम पर होती है।

कार्य क्षमता में कमी:

अनुपस्थिति में वृद्धि:

आय में कमी:

  • अनौपचारिक क्षेत्र और बाहरी काम करने वाले श्रमिक सबसे अधिक प्रभावित होते हैं।

  • दिल्ली में हीटवेव के दौरान अनौपचारिक श्रमिकों की शुद्ध आय लगभग 40% कम पाई गई।

विनिर्माण उत्पादकता:

  • कारखानों में काम करने वाले ब्लू-कॉलर श्रमिकों की उत्पादकता भी प्रभावित होती है।

  • अनुमान के अनुसार 1°C तापमान वृद्धि से विनिर्माण उत्पादन लगभग 2% घट सकता है।

कृषि पर प्रभाव:

  • हीट स्ट्रेस से फसल उत्पादकता और किसानों की आय प्रभावित होती है।

  • लगभग 1°C तापमान वृद्धि से भारत में गेहूँ की उपज करीब 5.2% घट सकती है।

  • धान की संवेदनशील वृद्धि अवधि में हीटवेव से उपज में कमी हो सकती है।

  • पशुधन भी हीट स्ट्रेस के प्रति संवेदनशील है।

Urban Heat Island Effect:

  • तेजी से शहरीकरण और निर्मित क्षेत्रों के विस्तार से गर्मी का प्रभाव बढ़ता है।

  • कंक्रीट और अन्य निर्मित संरचनाएँ दिन में गर्मी अवशोषित करती हैं और रात में धीरे-धीरे छोड़ती हैं।

सरकारी उपाय:

  • राष्ट्रीय आपदा प्रबंधन प्राधिकरण (NDMA) ने गृह मंत्रालय के सहयोग से श्रमिकों को हीट स्ट्रेस से बचाने के लिए दिशानिर्देश जारी किए हैं।
