Why in Newss?

  • The 48th Session of the UNESCO World Heritage Committee: The World Heritage Committee is holding its annual meeting in Busan, South Korea, evaluating new global landmark candidacies, monitoring existing cultural/natural wonders, and reviewing sites on the List of World Heritage in Danger (which totals over 50 sites affected by conflict and climate change).

  • India’s Standing: India maintains a strong global footprint with 44 UNESCO World Heritage Sites (comprising 36 cultural, 7 natural, and 1 mixed site), ranking 6th globally, bolstered by recent major inclusions like the Moidams of Assam and the Maratha Military Landscapes.

What is a World Heritage Site?

  • Definition: A landmark or area legally protected by international conventions under UNESCO (United Nations Educational, Scientific and Cultural Organization).

  • Objective: To catalog, name, and conserve sites of Outstanding Universal Value (OUV) belonging to the cultural and natural heritage of humanity.

  • Legal Basis: Established by the Convention Concerning the Protection of the World Cultural and Natural Heritage, adopted by UNESCO in 1972 (India ratified it in 1977).

Categories of World Heritage Sites:

  1. Cultural Sites: Monuments, groups of buildings, or sites with historical, aesthetic, archaeological, or anthropological significance (e.g., Taj Mahal, Hampi, Ellora Caves).

  2. Natural Sites: Physical and biological formations, geological formations, or natural zones critical for science, conservation, or natural beauty (e.g., Kaziranga National Park, Western Ghats).

  3. Mixed Sites: Properties that contain elements of both rich natural and cultural significance (India’s sole mixed site is Khangchendzonga National Park, Sikkim).

How Selection and Inscription Work (The Process):

  • Step 1: Tentative List: A country must first draft an inventory of its national properties that it considers cultural/natural heritage of value. It submits this “Tentative List” to the UNESCO World Heritage Centre (India currently has over 60 sites on its tentative list).

  • Step 2: Nomination File: The state party prepares a detailed dossier and nomination file for a specific site from its tentative list.

  • Step 3: Rigorous Independent Evaluation: Two specialized advisory bodies evaluate the dossier before the committee meeting:

    • ICOMOS (International Council on Monuments and Sites) for cultural sites.

    • IUCN (International Union for Conservation of Nature) for natural sites.

  • Step 4: Committee Decision: The World Heritage Committee (comprising 21 elected member states) meets annually to review evaluations and decide whether to inscribe, defer, refer, or reject the nominated sites.

Other Related Terms:

  • Outstanding Universal Value (OUV): Cultural and/or natural significance which is so exceptional as to transcend national boundaries and to be of common importance for present and future generations of all humanity.

  • List of World Heritage in Danger: A sub-list of sites facing major threats—such as armed conflict, natural disasters, rapid urbanization, or severe environmental degradation—requiring urgent international corrective measures.

  • Buffer Zone: An area surrounding a World Heritage property that provides an additional layer of legal and physical protection to safeguard the core site from external impacts.
