What is Algorithmic sovereignty?

Algorithmic sovereignty is the principle that a nation-state must have the independent power to design, govern, and control the algorithms and data that shape its society, economy, and national security.

Data Autonomy (The Fuel):

A nation cannot be sovereign if its citizens’ data is stored on foreign servers or used to train models that don’t reflect local realities.

  • Local Context: For India, this means AI should understand the nuances of the Indian Constitution, the UNCLOS interpretations of the Global South, and local languages (through initiatives like Bhashini).
  • The “IRIS Dena” Lesson: If an AI is only trained on Western maritime law, it will never “validate” India’s legal stance on EEZs unless specifically programmed to do so.

Infrastructure Independence (The Engine):

True sovereignty requires owning the physical hardware. This includes:

  • Sovereign GPU Clusters: Reducing dependence on foreign tech giants (like NVIDIA or Microsoft) by building domestic supercomputing capacity.

Strategic and Legal Neutrality:

Algorithmic sovereignty ensures that in times of geopolitical conflict, the AI used by a state’s military or diplomatic corps doesn’t have a “kill switch” or a built-in bias owned by an adversary or a “neutral” third party with different interests.

  • Example: If India’s maritime security AI is built on a U.S. framework, would it correctly flag a U.S. vessel’s unauthorized entry into an EEZ, or would the algorithm’s “Western training” deem the entry “not illegal”?

Cultural Preservation:

It prevents “digital colonization,” where the values, ethics, and social norms of the Silicon Valley or Beijing are imposed on the rest of the world through the “default settings” of AI.
