Uttar Pradesh -Economic Survey 2025-26
Uttar Pradesh is in the news for presenting its first-ever Economic Survey (2025-26) in the State Assembly. This historic document, presented by Finance Minister Suresh Khanna, outlines the state’s progress and its roadmap toward becoming a $1 trillion economy.
Economic Growth & Projections:
- Economy Size: The state’s economy more than doubled in eight years, growing from ₹13.30 lakh crore (2016-17) to over Rs 30.25 lakh crore (2024-25).
- Future Projection: The GSDP is projected to reach Rs 36 lakh crore in the 2025-26 fiscal year.
- National Contribution: UP’s contribution to India’s economy has increased from 8.6% to 9.1% since 2016-17.
- Growth Rate: The state has maintained a Compound Annual Growth Rate (CAGR) of 10.8%.

Income & Investment:
- Per Capita Income: The average income per person has doubled, rising from Rs 54,564 in 2016-17 to Rs 1,09,844 in 2024-25.
- Reversed Trend: For the first time in 50 years, the state reversed a declining trend in per capita income relative to the national average, now reaching 53.5% of the national figure.
- Investment Proposals: The state has received industrial investment proposals worth over Rs 50 lakh crore.
- The “Triple S” Framework: Growth is attributed to a policy focus on Safety, Stability, and Speed.
Sectoral & Fiscal Highlights:
- Sector Contributions: As of 2024-25, the Service sector is the largest contributor at 47%, followed by Industry (27.2%) and Agriculture (25.8%).
- Exports: Total exports more than doubled, reaching Rs 1.86 lakh crore in 2024-25.
- Debt Management: The public debt-to-GSDP ratio decreased from 29.3% (2016-17) to 28% (2024-25), reflecting improved fiscal discipline.
- Infrastructure: UP is being positioned as India’s “expressway hub” with 22 expressways in various stages of development.
- Agriculture: UP remains the country’s largest foodgrain producer, with a total output of 737.4 lakh metric tonnes in 2024-25.
Social & Welfare Success
- Public Health: The health budget for 2025-26 has been increased to ₹46,728.48 crore, approximately 6.1% of the total state budget.
- Skill Development: UP ranks first in India for numerical skills among youth, with a score of 80.12% according to the India Skill Report 2025.
- Welfare Coverage: The state leads the country in Ayushman Bharat coverage (5.46 crore cards) and Jan Dhan accounts (10.22 crore).
