What is ANMOL Scheme?

Why in the News? The  ANMOL (Advanced Newborn Monitoring for Optimal Lifecare)  scheme was a centerpiece of the Delhi Budget presented on March 24, 2026, by Chief Minister Rekha Gupta. It addresses the high financial and social burden of genetic and metabolic disorders, which often go undiagnosed until irreversible damage (like brain damage or physical disability) has occurred.

 About the ANMOL Scheme:

  • Comprehensive Testing: The scheme provides 56 different diagnostic tests for newborns to screen for genetic, metabolic, and congenital disorders.
  • Single Sample Technology: All 56 tests are conducted using just one drop of blood (approximately 180 microlitres) taken from the newborn’s heel. It utilizes advanced Tandem Mass Spectrometry (TMS) technology.
  • Zero Cost: These tests, which can cost between ₹15,000 and ₹25,000 in private labs, are now provided completely free in both government and private hospitals across Delhi.
  • Targeted Disorders: It specifically screens for Inborn Errors of Metabolism (IEMs), congenital hypothyroidism, and other rare conditions that are often responsible for “unexplained infant mortality.”
  • Budgetary Allocation: The government has earmarked ₹25 crore specifically for the rollout of this program in its first year.
  • The “Golden Hour”: By screening babies ideally within 24 to 72 hours of birth, the scheme ensures that critical cases receive medical intervention during the “golden hour,” preventing long-term disabilities.

Significance for Public Health:

Democratizing Diagnostics:                    

Previously, such extensive 50+ test panels were accessible only to high-income families. ANMOL democratizes this access, ensuring that a child’s health outcome is not dictated by their family’s financial status.

Economic Impact:

Treating advanced genetic disorders can cost between ₹50,000 to over ₹10 lakh per year. Early screening allows for managed care or simple dietary interventions (like lactose-free milk or inexpensive thyroid medication) that can save families from crushing medical debt.

Integrated Emergency Response;

Alongside ANMOL, the budget also introduced a Real-Time Ventilator and Bed Vacancy Monitoring System. This ensures that if a newborn is diagnosed with a critical condition via ANMOL, parents can immediately locate a hospital with an available ICU bed or ventilator without wasting time.
