Ladakh has witnessed renewed unrest as residents intensify their demand for statehood and inclusion under the Sixth Schedule of the Constitution, highlighting long-standing concerns over autonomy, land rights, and cultural preservation.
Article 240 :
• Empowers the President to make regulations for certain Union Territories with the same force as Parliamentary laws, including powers to amend or repeal existing laws.
After Article 370 abrogation and the Jammu & Kashmir Reorganisation Act, 2019, Ladakh became a Union Territory without a legislature.
Key demands raised by the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA):
Domicile-Based Job Reservation: Government jobs reserved for locals; criteria include 15 years residency, 7 years education, and schooling in Ladakh.
Reservation Quotas: Total reservations (SC, ST, OBC, others) capped at 85%, EWS quota remains 10%, extended to professional colleges.

Land Rights Protection: Restricts outsiders from buying land in fragile ecosystems; essential for 97% tribal population dependent on land.
Legislative Autonomy: ADCs under Sixth Schedule can legislate on land, forests, water, education, and customs. LAHDCs remain administrative bodies with limited powers.
Cultural Recognition: Preserves indigenous languages (Bhoti, Purgi, Ladakhi) and ensures their use in education and governance.
Constitutional Safeguards: Include Ladakh in Sixth Schedule or create customized constitutional provisions.
Land Protection: Enact special land laws to prevent outsider acquisition, protect livelihoods, and preserve fragile ecosystems.
