• First-ever district-level Monthly Per Capita Consumption Expenditure (MPCE) estimates for Uttar Pradesh released by Ministry of Statistics & Programme Implementation (MoSPI).
• Data demanded for local planning, monitoring welfare schemes, and evidence-based governance.
• UP aims to become $1 Trillion economy – meeting held on 14 Oct 2025 with CM Yogi Adityanath, MoSPI Secy Saurabh Garg, NITI Aayog & National Statistical Commission.

Methodology:

• Direct estimates at state/national level (large sample).
• District-level: Derived using Small Area Estimation (SAE) model.

• • Combines HCES survey data + Census + other sources.
  • Only ~3,000 households surveyed in UP → small direct sample per district → SAE used.

• Committee led by Prof. Maulana Abul Kalam Azad (UC California) developed the model.

Significance for Governance:

• Enables targeted welfare schemes.
• Helps monitor living standards & reduce regional inequalities.
• Model can be extended to other states and indicators (poverty, employment).
• Supports data-driven governance & One Trillion Dollar Economy Mission of UP.
