National Population Register (NPR)
What is NPR?
The National Population Register (NPR) is a register of the usual residents of the country.
A usual resident is defined for the purposes of NPR as a person who has resided in a local area for the past 6 months or more or a person who intends to reside in that area for the next 6 months or mor
It is mandatoryfor every usual resident of India to register in the NPR.
It is being prepared at the local (Village/sub-Town), sub-District, District, State and National level under provisions of the Citizenship Act 1955and the CitizenshipRules, 2003.
The database under the NPR will be maintained by the Registrar General of India and Census Commissioner of India, Ministry of Home Affairs.
The NPR database contains demographic as well as biometric details.
The NPR is being prepared under provisions of the Citizenship Act 1955and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.
It is mandatoryfor every “usual resident of India” to register in the NPR.
The data for the NPR was first collected in 2010along with the house listing phase of Census 2011.
In 2015, this data was further updated by conducting a door-to-door survey.
However, with the use of Aadhaaras the key vehicle for transfer of government benefits in the last few years, the NPR has taken a backseat.
About the National Register of Citizens (NRC):
NRC is a verified digital register having names and basic demographic information about all Indian citizens in a digital format.
A person born in India or having Indian parentage or having resided in India for at least 11 years, is eligible for Indian citizenship.
Union Government has recently announced that NRC will be implemented across all states in India.
The register was first prepared after the 1951 Census of India and since then it has not been updated until recently. The North-East Indian state of Assam has become the first state in India where the updating of the NRC is being taken up.
NRC would be India’s first such database of citizens.
It a holistic approach for empowering citizens’ adopted during regional conference organized by DARPG in Nagpur.
The conference was organized by the Department of Administrative Reforms and Public Grievances (DARPG), in collaboration with the Government of Maharashtra.
The resolution aims to empower the citizens by policy interventions for better service delivery through timely updating of citizens charters, implementation of enactments and benchmarking standards for continuous improvement.
It also aims to ensure timely publication of Good Governance Index to identify the quality of governance in 10 sectors especially those pertaining to welfare and infrastructure at the Union, State and District levels.
Shillong Declaration and Jammu Resolution are other two resolutions, which was adopted for good governance.
It is an initiative of Andhra Pradesh Government to make police stations more approachable for the public, especially women.
Spandana (means response) centers have been established within the premises of all District Collector offices and police stations.
These centers mostly have a female receptionist and other staff members who are trained, briefed and sensitized in handling women victims and complainants.
Spandana centres spread across the district, and each have video conferencing facility, it is easier and cheaper for people to lodge complaints.
They no longer have to travel to the district headquarters to follow up.
