National e-Assessment Scheme (NeAC)

Why in news?

National e-Assessment Centre of IT Department inaugurated recently.

About NeAC:

  • NeAC will be an independent office that will look after the work of e-Assessment scheme which is recently notified for faceless e-assessment for income tax payers.
  • There would be a NeAC in Delhi to be headed by Principal Chief Commissioner of Income Tax (Pr.CCIT).
  • There are 8 Regional e-Assessment Centres (ReAC) set up at Delhi, Mumbai, Chennai, Kolkata Ahmedabad, Pune, Bengaluru and Hyderabad which would comprise Assessment unit, Review unit, Technical unit and Verification units.
  • Each ReAC will be headed by Chief Commissioner of Income Tax (CCIT).
  • Cases for the specified work shall be assigned by the NeAC to different units by way of automated allocation systems.

Significance:

  • In view of the dynamic and all India jurisdiction of all officers of NeAC and ReAC, this kind of connective and collaborative effort of officers is likely to lead to better quality of assessments.

Internal Ombudsman

Why in news?

The RBI has recently announced internal ombudsman scheme for large non-banking entities issuing pre-paid instruments (PPIs).

It is to have an internal grievance redressal mechanism to provide a swift and cost-effective complaint redressal mechanism.

  • Internal Ombudsman is the authority placed at the highest level of an entity’s grievance redressal mechanism.
  • He/She will examine customer complaints which are a deficiency in service that is partly or wholly rejected by the entity.

What are pre-paid instruments (PPIs)?

PPIs are instruments that facilitate purchase of goods and services, including financial services, remittance facilities, etc., against the value stored on such instruments. PPIs that can be issued in the country are classified under three types viz.

  1. Closed System PPIs,
  2. Semi-closed System PPIs, and
  3. Open System PPIs.

 Who is an issuer of PPI?

PPI issuer is an entity operating / participating in a payment system for issuing PPIs to individuals / organisations. The money so collected is used by the entity to make payment to the merchants who are part of the acceptance arrangement and for facilitating funds transfer / remittance services.

Who is a holder of a PPI?

A holder is an individual / organisation who obtains / purchases PPI from the PPI issuer and uses the same for purchase of goods and services, including financial services, remittance facilities, etc. However, in case of a Gift PPI, the targeted beneficiary (though not being a purchaser) can also be a holder.
