निर्वाचन सूची की शुचिता स्वतंत्र और निष्पक्ष चुनावों की आत्मा है। यद्यपि निर्वाचन आयोग ने कई कदम उठाए हैं, परंतु राजनीतिक दलों की स्थानीय उपेक्षा व्यवस्था को कमजोर करती है। न्यायालयों ने स्पष्ट किया है कि स्वच्छ चुनाव संविधान की मूल संरचना का हिस्सा हैं, और इसमें किसी भी प्रकार की गड़बड़ी लोकतंत्र को कमजोर करती है। संस्थागत मजबूती, जमीनी जवाबदेही और तकनीकी सुधार ही लोकतांत्रिक वैधता को बनाए रख सकते हैं।
